Job description
The MOD is far more than just tanks and soldiers. We are one of the biggest providers of Healthcare in the UK, we send personnel across the world on aid and training exercises, spend around £40 Billion annually and support almost 400,000 jobs across the country. At the heart of all of this work must be quality analysis to ensure we are as effective and prepared as possible to meet a sophisticated range of threats and challenges.
Our analytical staff are spread across a variety of sites, in London, Bristol, Andover, High Wycombe and Portsmouth. Our analytical community is well respected and actively engaged in discussions on meaningful policy at all levels in the MOD. Our analysts also routinely produce a large number of publications, put in to the public domain under MOD’s commitment to release information where possible and for accountability. With renewed public interest in the evidence base that government makes its decisions on, high quality, credible analysis is more important than ever – and so are keen analysts!
We have teams engaged in an expansive range of subjects including understanding; our military personnel and civilian workforce; health and wellbeing, impact of changes to terms of service and assuring MoD spending. This is by no means exhaustive, and there are always new challenges we are open to.
In these roles you will also be given access to all the tools and training you may need. We offer wide arrays of training courses from simple things – such as official writing, to training on specialist software. The MOD also offers one of the best pay deals across government analysis, with supplementary pay for keeping your skills on the cutting edge of analysis.
Day to day tasks of the successful applicants will include:
- leading the delivery and development of both internally and externally released statistics ensuring the key messages from the statistics are clear and understood.
- becoming a subject matter expert in relevant data, maximising the use of data sources.
- working closely with colleagues in the Defence policy teams and the three services (Royal Navy, Army, and RAF).
- working with relevant customers, providing analysis and advice to inform debate and influence decision making.
- working with wider MOD to brief senior leaders and Ministers and respond to external requests for information (including Freedom of Information Requests and Parliamentary Questions).
- supporting Senior Team Leaders in the development of analysis as prioritised by customers.
- supporting your team with the production of outputs and their professional development.
- using a range of statistical and dissemination application such as: R, SPSS, MySQL, Microsoft Word and Excel, and Power BI.

We are looking for hard-working and motivated analysts with the ability to:
Lead your inclusive team by mentoring and enabling them to deliver, ensuring they have a clear understanding of objectives, activities, and time-frames.
Establish relationships with an array of customers to enable you to understand their needs and deliver analysis which informs debate and/or influences decisions.
Monitor your team's routine work program, using clear plans to achieve outputs. Understand the implications of new requirements, act promptly to assess priorities and raise any identified risks.
Ensure the team produces high quality outputs by using the right data and appropriate analysis techniques. Apply best practice to quality assure data and outputs to ensure accuracy and reproducibility.
Work with users and data suppliers to obtain and use appropriate data. Share expert knowledge of familiar data sources

Qualifications
- A first or second class honours degree in a numerate subject (2:1 minimum for Assistant Statistician and 2:2 minimum for Statistical Officer) containing at least 25% taught statistical content (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography or similar)
- A higher degree, e.g. a MSc or PhD, in a subject containing formal statistical training (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography or similar)
- Have worked in a statistical or data science field for a minimum of two years and are able to demonstrate Continuous Professional Development (via a logbook) in applying statistics or data science at the same level as a foundation degree or Higher National Diploma (level five), which demonstrates the expected skills as outlined in the GSG Competency framework.

Annual Leave
As a new entrant to the Civil Service you are entitled to 25 days annual leave which increases by one day for each year completed service, up to a maximum of 30 days.
Special Leave
You may be able to take special leave in certain circumstances. Special leave is time off work granted for a variety of reasons in addition to any annual, maternity, paternity, adoption, shared parental, parental, flexi leave, bank or privilege holidays or time off in lieu. We cannot plan for everything in life and MOD recognises this by awarding special leave in both unplanned and planned circumstances, including bereavement, studying, jury service, volunteering, Reservist Service, public duties and certain sporting events. Special leave can be either paid or unpaid and limits vary.
Maternity, Paternity and Adoption Leave
We offer a generous maternity and adoption leave package for staff having or adopting a baby (or child). Staff on maternity or adoption leave (primary adopter) can enjoy up to 52 weeks of leave, 26 of which are at full occupational pay (providing you meet the eligibility criteria). The remaining 26 weeks is split between 13 weeks at statutory pay and 13 weeks unpaid.
Learning and Development
The MOD encourages all employees to develop themselves and to constantly learn. Everyone should have at least 5 days’ a year learning, whether that’s job shadowing, being mentored, undertaking your continuous professional development or going on a training course.
In-Year Reward Scheme
The In-Year Reward scheme allows line managers to reward their teams in real time. The scheme ensures you, as an employee can see a clear link between what you have delivered and the reward you have received. In-Year awards can be awarded up to £5000 per year. All In‑Year awards are subject to tax and National Insurance deductions.
Thank You Scheme
Retail vouchers of up to £100 can be awarded in recognition of an excellent one-off piece of work. The ‘Thank You’ scheme is a way of showing appreciation for the hard work, effort and achievement you contributed to a piece of work.
Pension
The Civil Service Pension Scheme is one of the best pension schemes in the country, famed for its financial benefits to staff. New starters will automatically be enrolled into a pension scheme.
Statistical officers in MOD are eligible to receive an RRA of £1,500 per year which increases to £3,000 after the first year providing that the individual has demonstrated no significant weaknesses against any of the Functional Competence Groups in addition to the stated salary
London based posts also attract a location allowance of £3,000

Selection process details
At sift:
We will assess using a CV and personal statement. The CV should set out your qualifications and career history, with key responsibilities and achievements in line with the job description. We advise the CV should be no longer than two sides of A4.
The personal statement should provide evidence against the person specification and be no more than 1,250 words. You are not required to provide a separate example for each element of the person specification; a small number of examples covering all the elements would be preferred. Focus on the ‘how’ throughout your statement and ensure that clear outcomes and impacts are stated. Please see the attached guidance to help you with your application.
In the event of a large number of applications, sift will be solely based on the personal statement.
Once this vacancy closes you will be invited via email to complete the GSS online multiple choice test. This is a timed test and must be completed by the stated closing date. At interview:
We will assess against the stated behaviours (at level 3) and technical skills (at level 2) through both situational and evidence-based questions. Candidates will also be required to take a 30 minute statistical paper prior to interview and deliver a 5 minute presentation based on said paper.
