Major Schemes Development Project Manager
How you'll make a difference
As a Major Schemes Development Project Manager, you will manage the project development, delivery and implementation of transport related infrastructure and be involved in scheme option appraisals, cost estimations and business case development. You will take a leadership role across the projects and their inter-dependencies, ensuring effective management of any risks and issues that may arise and work with internal departments and external organisations to deliver on time and within budget.
The Strategic Projects Team is responsible for the development and delivery of a range of high value, high profile strategic projects many of which are delivered in partnership with the West of England Combined Authority, other West of England Unitary Authorities, Government Departments and Agencies and private sector partners.
What will you be doing?
You will be responsible for the day-day line management of a team of up to 5 staff, who support project development and delivery and in addition you will also manage project delivery teams to include internal staff members, consultants and stakeholders.- Providing expert customer-focused advice and guidance to managers, you will ensure that the ongoing delivery of high quality and consistent services is met, identifying achievements against plans and targets and ensuring these meet relevant statutory requirements regulations and codes of practice.
- In the role you will create and maintain a highly competent and participative work environment through active leadership and promoting professional standards, by developing outcome-focused teams that understand their contribution to the service and wider Council success.
- On a daily basis you will initiate, develop, recommend and implement policies and work collaboratively across the Council consulting with key customers, colleagues and partners. Maintaining current knowledge of specialist external industries, you will give advice to Council Members and departments, ensuring lawful Council activity
- A key part of the role is to ensure the delivery of high quality, value for money and consistent services to customers in line with agreed service standards, contributing to strategic decision-making, target setting and monitoring as a member of a senior management team.
- You will contribute to the financial management and planning within financial regulations and business requirements, monitoring external spending on services, to ensure they meet appropriate quality standards and that value for money is maximised.
- Primarily you will be based in our Badminton Road Office, Yate, with home working as appropriate, however, the role will require travel to other locations in the West of England area and visits to project construction sites.
What we need from you
It is essential that you are educated to degree level or equivalent. You must also hold the ‘Project Management’ APMP qualification and eligible for membership of a relevant professional institution such as APM (RPP qualification), CIHT, CILT, RTPI or ICE.- We require you to have extensive experience of planning, managing and delivering large complex strategic projects, including financial planning to budget and programme, reporting this directly to Project Boards.
- You must have applied knowledge of the statutory requirements governing transport projects such as the Highways Act, Traffic Management Act, Town & Country Planning Act, together with a sound understanding of the Construction Design & Management (CDM) regulations
- It is essential that you have experience of business case preparation, monetising project benefits, knowledge of TUBA or similar and capability to use and apply the APM methodologies both accurately and effectively.
- You will have experience of working closely with Local Authority partners to agree delivery of cross-boundary schemes, providing sound expertise, advice and information.
- Partnership working is key in this role, so you will have experience of working and delivering presentations to elected Members, stakeholder groups, local communities and voluntary organisations, to achieve mutually supportive objectives
- You will have excellent leadership skills and have directly managed and developed a team of professional and technical staff, either in a project or line management capacity and the ability to manage and motivate staff within a Project Team to maintain a highly competent, creative and participative culture.
- Problem solving in a complex multi-agency context, is required, taking account of corporate policies and political impact in making decisions and to identify internal and external barriers to effective engagement or delivery and to develop and implement approaches to resolve these.
