Full time (36.5 hours per week) Permanent position.

This role is primarily to support the Maintenance Engineering Surveyor (LEV) and Maintenance Engineering Manager (Gas, Energy Centre) with the ongoing management and monitoring of LEV, Laboratory and natural Gas related works across our estate. This includes but is not limited to:

Management of the LEV and Laboratory Gas maintenance/remedial programme
Implementation and management of Gas Safety Plan and other statutory safety regimes/procedures
Identifying and prioritising remedial works required and coordinating completion utilising a mixture of internal labour and subcontractor resource.

Candidates should be suitably qualified in domestic and commercial Gas ACS and have demonstrable experience with laboratory services.

Experience in managing multiple refurbishment projects.
Excellent working knowledge of gas systems and local exhaust ventilation systems including management of small remedial works.

Job Description

JOB PURPOSE

To assist the Maintenance Engineering Surveyor (Mechanical/ Electrical) technical expert in delivering programmes of remedial works, gathering risk assessment information and liaising with customers. They will support organising the practicalities of carrying out assessment of the mechanical/electrical systems’ operational risk – advising on the risk to the business, replacement programmes and remedials required.


DUTIES & RESPONSIBILITIES

Technical

Assist Maintenance Engineering Surveyor (Mechanical/Electrical), as such the role will have a technical understanding of the systems and associated assets, assess their risk, and their condition. These aspects may include LEV, Pressure systems, Compressed Air, Gas, Water. Lifts and LV/HV electrical.

Following the assessment of risk, facilitate projects and remedials being carried out and manage contractors. Supervise remedial works programmes in conjunction with the engineering and Building Fabric technical leads and other project managers.

Responsible for organising the delivery of Estates’ improvement projects. Liaise closely with stakeholders to ensure the delivery of remedials, and improvement projects.

Undertake periodic technical audits and any related investigations, report findings and manage any corrective actions. Assist with contract specifications for maintenance contracts and projects, undertake supervision and provide technical support to specialist contractors.

Assess the competence of organisations, contractors and consultants that the Estates Department utilise and the competence of others.

Monitor the quality of systems contracted out to third parties and ensure that work done on the systems is carried out in a compliant manner and is completed to a fit and operational standard.

Organisation

Manage multiple work streams, manage contractors attending site and customers’ needs.

Ensure all work carried out by the contractors minimises disruption to the University and that all parties are aware of the consequences of works being carried out.

Facilitate the completion of risk assessments and systems assessments. Organise the completion of remedial works, ensuring asset information is correct and up-to date. Liaise with customers to organise works to be carried out around customer usage.

Prioritise own workload and tasks.

Ensure any works carried out are recorded, information and drawings updated on University data systems via the Information Systems team. Co-ordinate the collation of commissioning and test results for all operational led projects.

Safety and compliance

Ensure all contractors attending site understand and are compliant with University Policy and Safety rules.

Work as part of a team to monitor the compliance of the associated assets and systems and advise external.

Work closely with the trades and contract management staff to verify quality and competency of staff used and work carried out.

Ensure compliance with the University’s ISO14001 environmental management system.

Liaise with customers to ensure that projects are delivered to a high level of customer satisfaction.

Where operational projects fall under the CDM regulations, the role will be responsible for managing the process of controlling these and ensuring the regulations are adhered to.

Finance

Raise orders, manage within budgets and manage any delegated budget and/or resources within identified parameters. Provide regular reporting to line management of progress and status.

Utilise knowledge and understanding to input into future budgets and aid the manager in constructing business plans.

Place orders and verify variations and final invoices.

Communications and Customer Services

Liaise with supervisors, trades colleagues, contractors, estates and other departmental staff throughout the University to advise and assist on the maintenance and use of the specialist systems.

Provide technical expert advice that ensures the provision of a compliant high quality, safe, efficient, and effective service.

General

To undertake any other duties from time to time that may be required, commensurate with the grade of the post.
