The Community Safety Unit has benefited from significant investment to meet the needs of our residents and elected members.

As Law Enforcement Officer you will be at the forefront of our work to address environmental crime in the borough. Working in a dedicated team you will get to know the borough, its residents, businesses, parks and open spaces, housing estates and more. Our Law Enforcement Officers are our eyes and ears, and ambassadors for the council as we seek to drive down environmental crime and ASB.

You will be working to a Senior Law Enforcement Officer and you will be responsible for ensuring compliance across a broad range of legislation within your given area(s) of responsibility. You will also take pride and be accountable in ensuring that your service requests, members enquiries, management taskings etc are responded to in time, on time and at the highest level. You will also be responsible for ensuring that all your case work progresses in line with legal frameworks and timescales progressing cases to court where needed. As a front-line officer, you should expect to be out on the ground undertaking foot patrols, both alone and with your colleagues, at least 80% of the time.

This role requires experience in customer service and/or front-line service delivery, and we expect that all of our staff work to the highest standards of customer care and have an appetite to learn, evolve and develop both personally and professionally.

In addition to ensuring that the day-to-day service needs are being met, you will also be exposed to a significant amount of joint working across other council services and with a range of partner organisations so experience and strength in collaborative working and/or partnership work is also desirable.


To apply for this role, you will require a full driving license at the time of application. When you join us, you will receive a thorough training package where we will train you to become accredited under the Community Safety Accreditation Scheme (CSAS) and provide you with a broad portfolio of enforcement tools via relevant accreditation. As a front-line Law Enforcement Officer, you will work across a seven day a week, 24hr shift pattern providing on street presence at the times, and in the locations, of most need.

Role Responsibilities:

  • To undertake relevant duties as a dual badged Law Enforcement Officer and Civil Enforcement Officer
  • To undertake tasked and proactive patrol duties, the primary role of carrying out focused and high levels of enforcement and investigation activities across the borough, addressing issues of crime and disorder, anti-social behaviour, nuisance, environmental issues and traffic offences.
  • To investigate and respond, as directed or tasked, to Members Enquires, service requests, complaints and/or related taskings.
  • To work as required or directed with the police, fire and other statutory partners, council services, external partners and other enforcement agencies to prevent, tackle or resolve crime and disorder, anti-social behaviour, nuisance, environmental issues and traffic offences.
  • To maximise patrol visibility to achieve outcomes as detailed within the relevant service plan and priorities, appraisal, taskings or directions.
  • The post holder will be required to work outside normal office hours including evenings, nights, weekends and public holidays in order to meet service requirements.
  • Undertake operational duties exercising the use of a range of criminal enforcement powers, also using Community Safety Accreditation Scheme (CSAS) and Civil Enforcement Officer powers.
  • Undertake operational duties ensuring delivery of required enforcement activities to secure the provision of an efficient and effective service, achieving consistently high levels of enforcement of relevant legislation as necessary.
  • To maintain high standards of service delivery to residents, businesses and others, delivering timely and professional, responses, updates and communications.
  • To ensure HR and all other policies and procedures are adhered to, attend training, briefing sessions, individual and team meetings as required. Completing records in respect of hours of duty, leave, incidents and sickness as required.
  • To organise workload, time and performance effectively or as required by any manager or supervisor, in order to meet service requirements.
  • To ensure that file records, case files and computerised data recording systems are entered and maintained to a high standard kept in accordance Service instructions/requirements.
  • To work on an individual basis and when required within or across a team.
  • To maintain up to date knowledge of legislation, crime and disorder, anti-social behaviour, nuisance, environmental issues, highway and traffic offences relevant to the role. Ensuring appropriate use of enforcement and problem-solving approaches as directed.
  • To investigate civil, and / or criminal offences in accordance with the provisions of the Police and Criminal Evidence Act 1984, Criminal Procedures & Investigations Act 1996 or other appropriate legislation. Interviewing witnesses and obtaining evidence for use in Court or other legal hearing, the taking and making of witness statements as required.
  • To ensure accurate preparation of civil and criminal legal case files for legal proceedings in accordance with the Criminal Procedures & Investigations Act 1996 and other appropriate legislation. To give evidence in Court or other legal hearing on behalf of the Council.
  • To undertake and successfully complete initial noise nuisance training, ensure that timely response to all relevant noise nuisance calls in line with service requirements.

Additional Information:

This is a 24/7 service and we are seeking to appoint NEOs to cover a range of times. Shift enhancements will be paid at a rate of 14% for day shifts and 17% for the night shifts.

The passing of CSAS, and its related vetting, during your probationary period and being in possession of a full driving license prior to applying, are pre-requisites of the role.

Role Specific Qualifications:

  • Possession of current and valid Community Safety Accreditation Scheme (CSAS) certificate is welcome. If not held CSAS security checks will be undertaken during mobilisation and the passing CSAS will be required during the first six months of probation period. Current and valid CSAS is a condition of continued Employment.
  • Full current manual driving license (provisional driving licences will not be accepted).
