Law Clerk - Consent and Capacity Board Coordinator

Position Description
Reporting to the Director (Clinical Legal Services) and supporting the CAMH Clinical Legal Services team, the full-time, permanent Consent and Capacity Board Coordinator will be responsible for managing CAMH’s Consent and Capacity Board (“CCB”) hearing processes to ensure a smooth operation of these hearings at CAMH.
The Consent and Capacity Board Coordinator will be responsible for the processes that facilitate and support attendance by CAMH physicians at CCB hearings. Responsibilities include: day to day handling of CCB applications, hearing scheduling and related processes; using analytical skill to identify support needs of CAMH clinicians in CCB hearings and coordinating with CAMH legal counsel as necessary; acting as the central contact (internal and external) for CCB related matters; managing relationships with key external stakeholders (including the CCB, Psychiatric Patient Advocacy Office, client/patient counsel, and other psychiatric hospitals) to ensure smooth communication between all parties on CCB related matters.
The successful candidate will ensure the support of CCB processes through the coordination of services provided by Legal Counsel and Health Records to CAMH clinicians, under the direction of Legal Counsel (Clinical Legal Services). The successful candidate will also support the development of physician resource materials on mental health law and CCB processes. This position includes administrative tasks associated with daily work, as well as larger project work. Key Accountabilities
- Liaise with the Consent and Capacity Board, CAMH clinicians, and client/patient counsel to ensure timely scheduling of CCB hearings
- Facilitate exchange of exhibits for CCB hearings with the CCB and client/patient counsel
- Design and update educational resources for CAMH clinicians on mental health law and CCB proceedings
- Develop, evaluate, and report on indicators to assess trends in CCB hearings and results
- Oversee CCB applications to identify matters appropriate for escalation to CAMH Legal Services
- Support relationship with the Psychiatric Patient Advocacy Office as it relates to provision of rights advice and CCB proceeding
- Collaborate with CCB Coordinator (Law Clerk) colleague and Health Records Department to formulate solutions to individual and systemic issues in Mental Health Act processes
- Oversee and update CAMH’s Officer-in-Charge Policy and related procedures
- Maintain tracking system of long-term involuntary clients under the Mental Health Act
- Oversee Orders under s. 41.1 of Mental Health Act to ensure compliance
- Lead and facilitate a meaningful community of practice with partner psychiatric hospitals to share resources and best practices in relation to CCB and other related matters
Qualifications
- University degree in the social sciences, health administration, or a related field, combined with a minimum of three (3) years in a coordinator, operations management or other related role including, but not limited to a legal or adjudicative office setting, and/or health care or health services setting. Law Clerk or healthcare related experience is an asset.
- Experience or familiarity with the Consent and Capacity Board and relevant legislation (incl. Mental Health Act, Health Care Consent Act, Substitute Decisions Act, Personal Health Information Protection Act) is an asset.
- Strong negotiation, interpersonal, communication and relationship management skills required
- Analytical and problem-solving skills to respond to complex and sensitive issues
- Demonstrated ability to organize, prioritize, align and oversee multiple projects, with flexibility to adapt and manage competing daily demands and changing priorities
- Strong time management skills
- Excellent written and oral communication skills; ability to write clearly and concisely
- Experience dealing with various professionals (health care providers, lawyers, etc.) and diverse internal and external stakeholders (including patients)
- Ability to work independently and with minimal direct supervision, and as a member of a dynamic team
- Proven leadership skills with the ability to find the best approach or solution to highly diverse challenges
- Excellent judgment, tact, and diplomacy
- Proficiency in the use of computer software applications including but not limited to Microsoft Office including Word, Excel, Power Point and Outlook are required.
Assets
- Bilingualism (French/English) and/or proficiency in a second language would be an asset.

Please Note: This full-time, permanent position is part of the OPSEU Bargaining Unit.
Salary Range: $28.90 - $38.98 per hour
