Job summary

Roles in Trade Policy cover a range of activity, creating and advancing the UK’s new policy positions in the World Trade Organization (WTO) and with future negotiating partners. This role sits in Trans-Pacific Negotiations and Policy within the Trade Negotiations Group.

The Labour, Anti-Corruption, Climate & Environment (LACE) Policy team leads and coordinates trade policy development to inform the UK’s future independent trade policy positions on these key areas of UK policy interest.

The role sits within the LACE team, working in implementation and operational delivery of UK’s FTAs with trade partners.

The candidate would be joining the team at an exciting time, as we embark on the next phase of successful implementation of our newly negotiated FTAs.

Job description

The role of the Regional and Compliance lead for TSD (Trade and Sustainable Development which covers Labour, Environment and Anti-Corruption) Implementation supports delivery of FTA commitments and oversees the monitoring of compliance risks across 13+ FTAs.

As regional lead, this role will help to coordinate a small team of regional experts who deliver TSD commitments and support coordination and delivery of subcommittees, civil society forums and the domestic advisory group (an independent group established to monitor the implementation of TSD chapters . The role will have lead responsibility for a geographic region and will own relationships with key stakeholders in international governments. They will work closely with team policy leads for environment, labour and anticorruption to develop appropriate materials and strategy for discussions. This role may also be responsible for supporting specific policy research in these areas in their region of expertise, or supporting work on removing clean growth market access barriers with priority partners. They will be expected to help form strong relationships with counterparts across DBT and UKG.

Additionally, as compliance lead, this role includes oversight of TSD compliance monitoring for UK and trade partner commitments in FTA. This includes maintenance and updating of compliance toolkits and working with policy teams to ensure a standardised approach to monitoring and evaluating risk across environment, labour and anticorruption policy areas and geographies in FTAs. This role will also support escalation processes of any compliance concerns if or where they arise. Ensuring the success of this new framework will require the postholder to manage internal and external stakeholders effectively.

FTA implementation and bilateral trade engagement is a dynamic and evolving area for the department where changing Ministerial priorities will require some flexibility in the role.

Beyond that, they will have line management responsibilities for two HEOs and task management responsibility for one EO

The role will involve:

  • Establishing and maintaining relationships with counterparts from partner countries under their direct country portfolio, to develop, organise and deliver sub-committees, and civil society forums as part of FTA implementation.
  • Actively building relationships with Post from partner countries and Agreements managers in the Bilateral Trade Relations Directorate to gain intel on country developments and facilitate the operational delivery of our FTA institutional commitments.
  • Overseeing the due diligence process and appointment of the Panel of Experts for each Partner Country.
  • Acting as the deputy head of the team in the absence of the G7.
  • Being a flexible and proactive team member. LACE team members may need to work flexibly across the range of issues we cover, depending on changing priorities. This may include for example overseeing the support the team provides to the domestic advisory group. The LACE team puts high importance on team members taking forward actions which support wider diversity and inclusion, wellbeing, L&D and empowering ways of working.

Hybrid working

The role will be based in either Belfast, Birmingham, Cardiff, Darlington, Edinburgh, London, and Salford You will be asked to express a location preference during the application process.

Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.

Most DBT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average. If your office location is London, you will be eligible to receive London weighting.
