The number of roles available is 3, with the first one being permanent and the remaining being a FTA 23 months. Contract types will be offered in merit order.

We have circa 3,500 staff who are based in 20 offices across the UK and now is an exciting time to join us, as we have multiple opportunities available as we are growing and developing our software development teams across the digital directorate, specifically within our Data Collection as a Service team (DCaaS) and Funding Services teams.
As a junior software developer for DLUHC, you’ll work within our digital directorate, where you’ll work with policy teams to apply digital, user-centred thinking to big important problems. In some cases, we’ll build new digital services and products – in others we expect to discover from our users that digital isn’t the answer.
You will be involved in all aspects of our multidisciplinary team’s activity, from working with our user researcher to design, prototyping, and planning. We have big plans for this service and want to find developers who is are ambitious as we are to build, run, monitor and continuously improve it. You will pair-program across the whole stack from frontend to backend to produce clean, high-quality code. Different teams across the Department have different technology stacks, and most of our teams at present work in a mix of Python, Ruby and Java, utilise AWS hosting services and PostgreSQL databases, although there are some variations to this.
You’ll work with and be supported in your development by senior developers, where you’ll have access to training opportunities to support your development goals and you’ll share technology best practice, cross government architecture patterns and have the ability to communicate with and influence all levels of responsibility, including director level.

Job description
As a junior software developer, you will:
- help us to develop high-quality software following the clean architecture design pattern
- support the delivery of a robust and secure service
- follow development best-practice, including regular pair programming and TDD
- help us to maintain the live service, keeping it reliable and secure through monitoring and active management of the production infrastructure
- become a domain expert and contribute to the direction of the product and wider government services
- build up a robust automated test suite to support our continuous deployment environment
- work collaboratively with a range of disciplines including product managers, designers and user researchers, as well as other developers, to meet the needs of users of the service
- share knowledge of tools and techniques with the wider team, both developers and non-developers, as well as across the wider development community
Person specification
As a junior software developer, you’ll have:
- some experience of developing in Ruby, Python or a similar modern programming language
some experience of full stack development of web applications
some experience of working within a test-driven development is expected, as is experience of building RESTful APIs.
some experience using SQL to work with relational databases, ideally PostgreSQL
- some experience of working with a live production system, including monitoring for performance and potential security issues, and triaging problems
- some knowledge of agile ways of working within a multidisciplinary team
- competent use of Git for source control
In addition, whilst not essential it would be nice if you have:
- some experience of working on digital services in Government and meeting the Government’s Digital Service Standard
- some experience of working with a live production system, including monitoring for performance and potential security issues, and triaging problems

Group 1 DDaT roles
DLUHC has implemented the DDaT capability framework for Group 1 roles. Applicants that are successful at the sift stage will be required to complete a capability assessment at interview.

Salary is determined by performance at interview, within the range advertised. Each experience or technical skill is assessed between 1-3, representing working towards, at or above the job level requirements. You are awarded a proficiency level accordingly, and you will be given opportunities at least once a year to re assess your capability and progress through the pay scale within your grade. An additional digital allowance may be payable depending on level of assessed capability.
Candidates moving from another government department have the option to retain their current salary where the principle for implementation is there is no detriment where existing pay exceeds the indicative level. Where individuals are at a lower salary than their assessed level, they will receive an upward adjustment.
SEO Group 1 DDaT salary
- The salary for this role will between £43,854- £47,317 (London), £40,582 - £44,099 (National) depending on the proficiency level assessment.
- An additional digital allowance may be payable depending on the level of assessed capability up to £6,665
- For applicants in receipt of existing allowances, we will assess each case individually and aim to match the digital allowance implemented with no detriment.
- For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable
Please note that the average employer pension contribution is based upon the National minimum salary for this role. Should your agreed starting salary for this role be different, the average employer pension contribution will be calculated accordingly. Sift and Interview dates

SC (Security Check):
Important note
Successful candidates for roles based in our 2 Marsham Street building must meet the security requirements before they can be appointed. The level of security needed is Security Check and the process can take up to 8 weeks to complete.

Fixed Term Details
For external candidates – you will be offered a 23 months fixed term appointment with a possibility of permanency.
For existing civil servants – you will be offered a 23 months loan opportunity. Before applying for the role, you will need to seek approval from your parent department to take up a loan appointment should you be successful.

Internal Fraud Database
The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned.The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
