Job Introduction

Handelsbanken plc was formed in December 2018, following Handelsbanken publ’s decision to seek a UK banking licence, and become regulated by the FCA and PRA. To support the new evolution of the new structure, UK Technology (UKT - IT, Data and Information Security) are seeking an experienced IT Governance Manager to further enhance their IT Governance capabilities.


The role will report to the IT Governance, Risk and Reporting Lead to enhance capabilities to help the Bank to further embed the IT Governance Framework, support enhanced understanding of technology risk, and enhance Management Information to support proportionate and risk based governance of IT within the Bank.


This position will be responsible for working across key areas within UKT to support the enhancement of the IT Governance Framework, and oversee IT assessment activities for key processes. As part of this, the position will also support reporting to various governance and management committees.

Main Responsibilities
  • Working together with the respective UKT stakeholders, responsible for the analysis, assessment, enhancement and adoption of IT frameworks, processes and standards including the development of measures for monitoring performance (key risk indicators, key control indicators and process maturity assessments).
  • Support the embedding and optimisation of the Bank’s IT Governance Framework aligned to industry good practice (COBIT, ISO etc.), with the aim to optimise risk by supporting the implementation of appropriate governance and control measures.
  • Support the Bank’s modernisation imperative through supporting the optimised governance and management of change, including governance of outsourced (incl. Cloud) arrangements and the adoption of agile ways of working (e.g. DevSecOps).
  • Support the embedding of the UK Operational Risk Management Framework by working with key risk stakeholders to identify, assess and oversee ICT risks across the Bank and articulate them to management forums to explain the impacts, priorities and treatment plans.
  • Support the ongoing development, education and embedding of the IT Reporting Framework to support and optimise Board and Management committee reporting.
  • Support the scheduling, coordination and facilitation of an IT Governance schedule of activities across the year, organising follow up sessions, tracking instances of non-compliances and associated remediation efforts.
  • Take a lead role across UKT in response to internal, external and regulatory audits / reviews.
  • Support the identification, overseeing, prioritising, tracking and facilitation of follow-up and closure of internal and external audit actions, aligning non-compliances with the Operational Risk Framework and associated impacts on process maturity assessments.
  • Support the assessment, optimisation, tracking and facilitation of the follow-up of external stakeholder requirements such as UK regulatory expectations, EBA guidelines, CHAPS, LINK etc.
  • Support the development of presentations and reports to management and Board committees, such as UKT Leadership, Operational Risk, Management Committees and Board Committees.
  • Incorporate IT Governance considerations and requirements into business planning to define the roadmap of phased enhancements, aligned to the overall UKT business plan and IT strategy.
  • Support the development, education and implementation of relevant IT policies, standards, processes and controls, track that they are maintained and refreshed as required, and help assess their effectiveness in the context of the governance of IT, including working with stakeholders to develop enhancement plans in line with desired process maturities.
  • Work together with Change stakeholders to support the oversight of key project related risks and support the associated assessment and logging of operational risks in line with the Operational Risk Management Framework.
  • Help ensure that governance procedures are adapted and optimised to cater to Agile ways of working and Cloud solutions.
  • Contribute to the development of IT governance strategies as appropriate.
The Ideal Candidate
  • Experience of IT and IT Governance in a Financial Services organisation, and an understanding of regulatory requirements / expectations.
  • Background in IT Risk, Controls and/or Audit background, supported by a strong understanding of IT disciplines.
  • Proven experience working within or implementing an IT Governance framework and disciplines, such as COBIT, ISO38500 etc.
  • Understanding of Information Risk Management.
  • Excellent attention to detail, tracking and coordination of actions and plans.
  • Excellent verbal and written communication skills, with experience presenting to senior stakeholders.
  • Ability to understand complex problems and focus on the critical issues, providing solution recommendations.
  • Ability to influence at a strategic/senior level to achieve desired outcomes.
  • Ability to work well within teams both within the UK and internationally.
  • Ability to work on various initiatives, balance demands and prioritise effectively.
  • Able to lead sessions with a mix of business and technical / IT individuals.
