The office of Financial Management (FM) & OGP IT Services Division (ICT) manages and supports a wide range of financial management applications and provides the oversight and management of the OGP IT Systems. This division specializes in operations & maintenance; development, modernization, & enhancements; process realignment/automation/ improvement; and systems migrations & transformations.

The Office of Digital Management (IDR) connects business and IT stakeholders and steers the planning, design, and measurement of innovative, high impact, cost effective IT solutions for GSA.

As an serves as a senior IT Specialist/technical communications and project expert within the General Services Administration.

You will be responsible for the following duties:

Position#1: Digital Communications:

  • Write, develop and distribute digital communications and services.
  • Review, analyze and communicate findings of data for digital communications and services.
  • Provide quality customer service and support to digital communications customers, stakeholders and teams.
  • Communicating with IT professionals, SMEs and IT Leadership on a variety of technology projects.
  • Editing, publishing and managing content on a content management system.

Position # 2: Digital Management:

  • Participates and/or leads IT projects from design to implementation.
  • Assesses user needs and IT requirements to determine solutions.
  • Develops automated databases, dashboards, electronic forms, websites, models and other technology tools.
  • Works with other recognized technologists to develop a coordinated approach to resolve agency wide, unique and critical IT problems.

The GS-13 salary range starts at $98,496.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-12 level in the Federal service as described below:
IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant ensures that activities, services, or products reflect organizational goals and objectives.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant participates or represents the organization or clients at briefings, meetings, or conferences.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant evaluates the efficiency or effectiveness of organizational programs, projects, or operations.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience providing digital services for an organization's Information Technology (IT) systems in one of the following areas:

Position #1: IT Specialist in Digital Communications: Specialized experience is defined as experience overseeing the design and implementation of organizational change management initiatives. Experience must include: developing and distributing enterprise-wide messages/templates thru an email delivery automation tool such as Granicus or GovDelivery; using Analytics tools to monitor the effectiveness of communication campaigns and to inform the development of end-user training; designing visual graphics for change management campaigns; and experience using and publishing information on a content management platform (e.g., InSite or Gsa.gov).

Position #2: IT Specialist in Digital Management: Specialized experience is performing work of a senior Information Technology Specialist providing expert advice in two or more of the following IT specialties: IT project management, data management, network services, systems analysis, systems integration, systems administration, applications software/hardware, customer support and/or security.
