Duties
The incumbent serves as the Associate Chief Information Officer (ACIO), Engineering and Solutions Development group, and reports directly to the Deputy Chief Information Officer (DCIO), Technology Delivery, under cognizance of the Chief Information Officer (CIO) in the OCIO organization. As Associate CIO for the Engineering and Solutions Development group, the incumbent provides leadership, management, direction, and advocacy so the organization may effectively manage IT modernization, system engineering, enhanced cloud services, aligning with the cyber and cybersecurity related risks overall to the FCC enterprise.
Incumbent serves as a technical leader to the Commission at large providing subject matter expert advice and consultation, information support on Bureau/Office specific information technology (IT) initiatives, systems and/or processes. Serves as senior advisor on engineering strategies, cloud technologies and adoption, enterprise technologies, system integration, data services, voice services, and system modernization. Incumbent provides senior level oversight, coordination, subject matter expert level advice and guidance on the design, development and evaluation of Commission-wide IT initiatives, systems and/or process(es).
As an Associate CIO, supports the planning, development and implementation of integrated policies, objectives, and programs to manage the Commission’s IT Program effectively. Incumbent also participates in the annual programming, planning, development, and execution activities in support of the OCIO budget.
Keeps informed on all Engineering and Solutions Development group tasks, assignments and projects and advises the DCIO, Technology Delivery and CIO on any matters of concern as required.
Exercises broad knowledge of all phases of IT activities and supports the establishment and maintenance of technical policy and guidelines and effective quality controls; fosters a climate of cooperation, uniformity, and efficiency among the subordinate staff in their efforts.
Supervises subordinate staff.
Provides expert level recommendations, input, evaluations, and advice, regarding his/her engineering and solutions development area of responsibility, to other Associate Chief Information Officers (ACIO), the Deputy Chief Information Officers (DCIO), the Chief Information Security Officer (CISO), and the Chief Information Officer (CIO).

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Time in grade restrictions do not apply to Direct Hire procedures.
GS-15
In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as follows:
1. Experience leading, managing, directing or supervising IT staff.
2. Experience providing expert advice on engineering strategies, cloud technologies and adoption, enterprise technologies, system integration, data services and system modernization.
3. Experience providing expert advice and guidance on the design, development and evaluation of IT initiatives, systems and/or processes.
4. Experience improving IT engineering processes and procedures.
5. Experience communicating IT engineering issues to leadership and providing recommendations and solutions on how to resolve such issues.
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
