Job summary
The National Security Secretariat (NSS) keeps the UK safe, secure and prosperous by bringing together the UK’s national security community, providing high-quality support to the Prime Minister and the National Security Council and maintaining centre-to-centre relationships internationally. Working within the wider Cabinet Secretariat and led by the Prime Minister’s National Security Adviser (NSA), we assist the Prime Minister and the Cabinet in the development, coordination and implementation of its highest priority objectives.

The National Security and Investment Act 2021, which commenced at the start of January 2022, protects the nation from potential security risks resulting from foreign investment. It bolsters the UK’s status as an attractive place to invest by providing more efficient scrutiny of relevant acquisitions and more certainty and clarity for investors and businesses.
The Investment Security Unit leads the Government's screening of foreign investments into UK companies; assessing the risks mergers and acquisitions, investments or the transfer of assets could present to the UK's national security. With more than a year into delivery of the new National Security and Investment Act (NSIA), the Unit is at the heart of the operational response to changes in the global economy and the balance of power, as it coordinates cross-government responses to protect our capabilities and critical national infrastructure.
The Unit is an exciting and diverse place to work, with teams delivering a range of operational, policy, analytical and international activities. Delivery of the legislation remains a priority and there is huge interest in this policy area from the Prime Minister.
The Unit is recruiting for roles across its Compliance and Enforcement team and Risk ID team which provide regular opportunities to brief Ministers and Private Office as well as extensive cross-Whitehall engagement and aims to mitigate national security risks arising from Foreign Direct Investment.
Job description
Key responsibilities:
Compliance and Enforcement
The Compliance and Enforcement team aims to mitigate national security risks arising from Foreign Direct Investment by: monitoring compliance with the Act; advising the Secretary of State on enforcement action; and supporting the wider ISU in operating the NSI Act.
As an Investment Security Officer: Compliance & Enforcement in the ISU you will be responsible for supporting the functions of the ISU’s Compliance & Enforcement team, to ensure the Act and orders made under the Act are monitored and effectively.
You will report to one of the Senior Investment Security Advisers (SEOs) and work closely with all members of our team and others in the ISU responsible for the NSI process. You will provide support to the Head of Team, ensuring they can review and approve the team’s work effectively and in a timely fashion. You will support the ISU’s compliance and enforcement cases, including:
- Drafting communications to companies subject to notices and orders under the Act;
- Review of compliance evidence supplied by those companies;
- Tracking of compliance and enforcement cases, ensuring statutory deadlines are met and risks mitigated;
- Maintaining effective records of cases to support exercises and reviews of lessons from completed cases;
- Managing the team’s tracker of orders and diary of compliance and monitoring requirements;
- Supporting continuous improvement of the ISU processes and development of the compliance & enforcement team;
- Other administrative duties including minuting meetings with external parties, arranging clearance meetings, managing team meeting rotas and monitoring external email .
Risk Identification – Support Officer
The role represents a first point-of-contact for firms and their legal representatives, who are required to notify the Government of planned transactions via email and our online notification portal. You will therefore be adept at responding to and directing queries and demonstrate a professional, customer-focussed approach to your work.
You will assess early-stage notifications to ensure they are precise, fully completed, and ready to be accepted into the system. An aptitude for quickly and accurately understanding and verifying information according to specific frameworks is therefore essential.
The role also provides regular opportunities to participate in engagement with stakeholders internally, externally and across Whitehall, from whom you will gather the information you need to make assessments and respond to queries. Positive communication skills and an initiative-taking, team-oriented attitude will be vital in achieving this.
You will build a detailed understanding of both operational and policy demands and the legal considerations of delivering key legislation, so a natural curiosity and keenness to acquire new knowledge are also crucial to success in this role.
