Adecco Public Sector are partnered with the Security Industry Authority (SIA), in the recruitment of several Investigations Officers working across North Yorkshire and Humberside to join them on a permanent basis.

About the SIA

The SIA is the organisation responsible for the regulation of private security. It is an independent, arm's length body (ALB) of the Home Office, reporting to the Home Secretary, under the terms of the Private Security Industry Act 2001. The SIA's purpose protecting the public through effective regulation of the private security industry and working with partners to raise standards across the sector. Its regulatory remit covers the whole of the United Kingdom.

The SIA has two main duties: the compulsory licensing of individuals undertaking designated activities within the private security industry and the management of a voluntary Approved Contractor Scheme, which measures private security suppliers against independently assessed criteria.

SIA licensing covers security operatives who are in guarding, door supervision, close protection, cash and valuables in transit, and public space surveillance using CCTV, vehicle immobilisation (in Northern Ireland) and key holding. Licensing ensures that private security operatives are fit and proper persons who are properly trained and qualified to do their job.

About the Role

The Security Industry Authority (SIA) is an independent body set up by the government under the terms of the Private Security Industry Act 2001. The Act brought into force a licensing system to cover individuals working within certain sectors of the private security industry. These sectors include Door supervisors, Security guards, Key holders, CCTV operatives, Wheel clampers (NI only), Close Protection officers.

This role will be reporting to a Regional Investigations Manager, who in turn reports to the Senior Manager of the Compliance and Enforcement team. There are many SIA key contacts from all directorates which include: Police, Local Authority, Private Security Industry businesses, Members of the public, Regulated individuals, HMRC and other Government agencies and End users of security services.

What are we looking for?

Our new investigations officer will work as part of a multi-disciplinary team of home-based investigators, ensuring national and regional SIA compliance and enforcement strategies are implemented. We want our future team player to have an interest in investigations or already be working in this arena with an interest in taking a next step up the career ladder. Given the evolving technologies, it's vital our new team player is able to keep abreast of developments and changes in the private security industry as well as working in a fast-paced, but extremely exciting environment.

What you will be doing:

Risk Management -. Identify, manage, and mitigate threat, risk and harm posed by businesses and people operating in, or impacting on, the regulated private security industry, through intelligence led casework, and through planning and undertaking regional and national inspection activity that supports the SIA strategic priorities.

Casework Management- Lead timely and effective management of complex case work and investigations into suspected non-compliance with the Private Security Industry Act (PSIA), identifying and implementing appropriate support and compliance strategies which deliver SIA regulatory outcomes. Plan, manage and conduct PACE (or equivalent) compliant interviews with regulated persons and suspects, identifying and dealing with any alleged PSIA criminal offending using own judgement and with autonomy to dispose of offences via a set framework of regulatory warnings, improvement notices and letters.

Partnership Management - Develop and lead effective strategically important, and tactical, relationships with law enforcement partners for the purpose of delivering regulatory outcomes, and the wider Government and policing public safety agenda. Work with those law enforcement and local authority partners and the regulated industry to improve standards of service delivery and public safety by raising awareness of good practice in the fields of counter terrorism, Child Sexual Exploitation and Abuse, Modern Day slavery and Human Trafficking.

Compliance Assurance - Ensure compliance at high risk, high footfall events through proactive engagement with Safety Advisory Groups, enforcement partners, event organisers and security providers, to deliver the objectives and aims of the organisation's Events strategy. Where compliance strategies have been exhausted, compile accurate paperwork, and evidence and refer for consideration for prosecution. Present clear and articulate witness evidence in the relevant courts where required.

Intelligence Handling - Proactively contribute to the intelligence collection cycle through; the identification and submission of information and intelligence, by encouraging partner intelligence exchange, and providing guidance to the industry to increase submissions.

Subject Matter Expertise - Provide subject matter expertise that contributes to the development, continuous review and improvement of departmental processes, policies, and procedures. Act as a subject matter expert on all areas of SIA regulation, providing advice, informal coaching and training to law enforcement partners and the regulated industry where required. Protect the integrity of the Approved Contractor Scheme (ACS) by assuring the efficacy of high-risk ACS applications, providing evidence-based reports to decision makers.

Knowledge - Through CPD maintain an expert level of knowledge of the Private Security Industry Act and other relevant legislation including but not limited to PACE, CPIA, relevant Licensing Acts. Proficient knowledge, understanding and autonomy to exercise personal regulatory powers provided under the PSIA s19, and the associated personal criminal offence of unauthorised disclosure.

What skills are we looking for?
  • Hold or ability to work towards achieving the Professionalising Investigative Practice Qualification.
  • Experience of complex case management with the ability to make autonomous and effective decisions that are supported by accurate records.
  • Excellent problem identification and solving skills, with an analytical ability for volumes of data and intelligence and a solution focus.
  • Ability to plan and prioritise competing demands to ensure performance targets are met and high-quality results are achieved.
  • Previous experience of multi-agency working and the ability to gain the respect and confidence of other law enforcement agencies.
  • Excellent influencing and negotiating skills that achieve win-win outcomes and support regulatory outcomes.
  • Excellent communication skills (written and oral) including the ability to explain complex information, and produce concise, clear technical reports.
  • Ability to provide guidance and to deliver presentations on technical subjects.
  • Good IT knowledge and skills including Microsoft Office applications.
  • A valid driving licence is essential to this role if based outside of London and the ability to work out of hours, weekends and occasional overnight stays.
It would be great if you have experience in these areas:
  • Experience of regulation or working within regulated frameworks or law enforcement.
  • Ability to interpret and explain legislation with a good working knowledge of the application of relevant criminal legislation (including CPIA, Fraud Act, PACE, POCA). (Full training will be given on these areas).
  • Knowledge of assessment and assurance processes
  • Knowledge or understanding of the Private Security Industry Act 2001
  • Experience of working in a home working /remote environment and undertaking field-based activities.
  • Experience of assessment of risk, including dynamic field-based assessments, and mitigation planning and response
  • An interest in the crime reduction and the public protection agenda.
