Investigations Manager and DMLRO is accountable for the country level management and oversight of investigations in CIIOM. Reporting directly into the Head of Financial Crime Investigations and Money Laundering Reporting Officer (MLRO), and acting in the capacity of the Deputy Money Laundering Reporting Officer (DMLRO) for HSBC Bank plc Jersey Branch (HBEU) and HSBC Trustees Channel Islands Limited (HTCI), including HSBC International Trustees Limited (HKIT) and participating members, and will discharge the regulatory requirements of this role as set out in the Proceeds of Crime (Jersey) Law 1999, the Money Laundering (Jersey) Order 2008 and the Jersey AML Handbook for regulated financial services business, as amended and verified.
In this role, the Investigations Manager and DMLRO is responsible for:
- Supporting the CIIOM Head of Financial Crime Investigations & MLRO with the day to day management of the investigations function at a country level across Jersey, Guernsey and Isle of Man.
- Operating within a Hub-to-Country model to drive continuous improvement of the function, ensuring the quality and consistency of investigations to generate consistently high quality suspicious activity reports (SARs).
- Assist the MLRO with maintaining oversight of the Hub function, from Triage through to investigation and Quality Assurance.
- Interacting effectively as appropriate with the Joint Financial Crimes Unit (JFCU), Jersey Law Officers Department, other law enforcement agencies, security and regulatory agencies in furtherance of public-private partnerships, information and training initiatives as well as on specific investigations of significance.
- Communicating and escalating information on the most significant investigations and related mitigating actions to the MLRO, CIIOM Senior Management/ExCo, FCRMC and to the HTCI EXCO and Board, to enable them to facilitate a strategic appraisal of relevant risks. Communicates to all key stakeholders the ongoing status of such investigations and the related mitigating actions.

- Ensuring that the function continuously improves its understanding of the evolving financial crime risks at a country level and that this knowledge is rapidly applied to mitigation activities.
- Establishing seamless, trusting and mutually supportive relationships with the other components of the Compliance function.
- Representing the CIIOM Financial Crime Investigations function to local Lines of Business as well as the Group’s counterparts.
