An exciting opportunity has become available to become a regional Internet, Intelligence & Investigation Specialist. The role will enhance regional internet, intelligence and investigations (III) capability, across the department, providing tactical support, training and advice to investigations as well as conducting high quality III research to inform and advise the decision making for key stakeholders.
The role can be based in any one of our hubs across the region (Exeter, Poole, Gloucestershire, Wiltshire or North Somerset) with expected regular travel to base station located within the vicinity of J21 of the M5.
In this role, your main responsibilities will be:
- To carry out high quality III research and evidence gathering in accordance with CPIA, RIPA and other relevant investigation.
- Provide technical advice to identify and exploit online opportunities in order to improve regional III capability. Maintain relationships with the departments buddy region who provide specialist III capability in order to signpost practitioners to wider III capabilities across the network.
- To maintain an up-to-date understanding of internet-based technology and emerging trends relating to covert user techniques, social media and mobile applications.
- Promote III specialist capabilities and upskill other teams to operate at a standard or self-service III level in line with national digital role profiles. Promote the creative use of III research to meet customer needs.
- To design and deliver appropriate online training to staff , to the required level and maintain a continuous development programme in order for individuals to operate online.
- Support the regional III lead with the management and auditing of the access to social media of all trained staff in accordance with relevant guidelines and legislation including the creation of Online Personas.
- Integrate and implement force, regional and national guidance within existing frameworks, ensuring the III strategy is adhered to across the department whilst acknowledging the evolution of the III space.
- To provide III subject matter expert perspective and input into relevant regional and national projects and strategic threats, including attendance on national practitioner working groups. Work collaboratively with partners (on occasion away from Police premises), and within teams to maximise efficiency and impact of III research.
- Participate in meetings at Force, Regional, and National level, representing the department and providing briefings / presentations as and when required.
- Contribute to the identification, development and application of III research techniques embracing the concept of best practice and encouraging innovation.
Skills, experience and qualifications required:
- Proven III research skills with the ability to problem solve and the ability to interpret and develop recommendations from data.
- Substantial current role-related experience in a police environment / partnership agency with excellent understanding of III research and experience of using III research, tools, techniques and specialist software.
- Able to demonstrate excellent interpersonal communication skills with experience of negotiating and persuading.
- Ability to deliver presentations and be able to attend briefings and meetings within a Police and partner agency environment, and be willing and able to constructively contribute
- Evidence of interpretation and application of relevant legislation; e.g. Police and Criminal Evidence Act 1984; Computer Misuse Act 1990; Criminal Procedure and Investigations Act 1996; Police Act 1997; Data Protection Act 1998; Human Rights Act 1998; Regulation of Investigatory Powers Act 2000; Data Retention & Investigatory Powers Act 2014; Investigatory Powers Act 2016 and knowledge of force management policies.
- Advanced IT skills and good working knowledge of the use of Mis-attributable Internet Access (MIA) platform and III tools.
- Ability to manage own workload, including recognition of own CPD needs to maintain high levels of confidence and practical experience in III research.
To be eligible to apply for this role you must have a 5 year ‘checkable history’ in the UK – ideally this means that you would have been resident in the UK for the last 5 years.
You must be prepared to be security cleared to an enhanced level. This post requires SC and MV vetting in order to start with the department however you will be expected to undertake advanced vetting (DV) for this role once in post.
You must be a British citizen to work for the department. If you hold dual nationality, one component of which is British, you may also be considered. However, if successful, you may be asked to relinquish your non‐British nationality (and any entitlement you may have to a foreign nationality) as a condition of your confirmation of appointment with the department. One of your parents should also be British or have substantial ties to the UK. In the latter instance; substantial ties means that your parent is a citizen of a British Overseas Territory, a Commonwealth citizen, US citizen, EEA citizen, British national or citizen overseas, and they would need to have demonstrable connections with the UK by way of family history or have been resident here for a substantial period of time.
If you're already married to, or cohabiting with, a person who isn't a British citizen, you may still be eligible for employment at the discretion of the department. You should note however, that marriage to, or cohabitation with, a person who isn't a British citizen after appointment may, in some circumstances, result in the withdrawal of security clearance and subsequent transfer to another department, or (if this is not possible or the officer does not wish to transfer) dismissal. Each case will be considered on its merits, taking into account the ties between the person involved and the United Kingdom.
Work on a bank or public holiday as part of the normal working week will be compensated in line with conditions of service.
