Counter Terrorism Policing (CTP) is a collaboration of UK police forces working with the UK intelligence community to help protect the public and our national security by preventing, deterring and investigating terrorist activity.

The CTP West Midlands Counter Terrorism Unit (WMCTU) Intelligence department is known as the Intelligence Management Unit (IMU) and has various functions:

- Fixed Intelligence Management Unit (FIMU) - The FIMU are accountable for receiving, assessing and developing CT related intelligence. Working with intelligence and other disruption teams, the FIMU ensure that CT threats are identified and disrupted as efficiently as possible. As such the FIMU operate a 24/7 shift pattern.

- Operational Intelligence Management Unit (OIMU) - Working closely with Senior Investigating Officers and Partners to assess and develop products within complex investigations, providing tactical advice to investigative colleagues and understanding investigative/evidential opportunities and how to achieve them from sensitive intelligence products/tactics.

- Regional Prison Intelligence Unit (RPIU) - Working closely with WM Regional Organised Crime Unit to create and maintain an effective and strong working relationship with Her Majesty’s Prison and Probation Service at a local and regional level to provide a gateway into and out of the Prison environment for all CT related intelligence and enquiries on behalf of Police, and other law enforcement agencies and partners.

We currently have a vacancy for an Intelligence Officer on the RPIU based in our modern offices near to Birmingham International Airport. You’ll work Monday to Friday between 8am to 4pm, but an element of flexibility is necessary to meet business needs.

The role

As an Intelligence Officer you’ll work closely with Intelligence Analysts and Researchers in researching, gathering, evaluating, developing, analysing and disseminating intelligence for a range of objectives. You’ll manage the Threat, Harm and Risk presented to the force and region, supporting the effective use of the National Decision Model (NDM).

You’ll be part of a flexible and professional workforce. You’ll work in a secure environment with a highly motivated team where personal and professional development is encouraged, this includes the ability to work with national agencies and to support the CT network when demand increases in response to a CT incident.

Your role will see you having a high degree of computer literacy; you’ll utilise a variety of computer systems and applications, including the core systems used by the CT Network, as well as digital data, applications and tools.

You’ll utilise your good communication skills by working effectively as part of a team and with colleagues across the national network, plus partners and local policing units, providing an excellent intelligence response which is based on a high level of customer focused service.

Responsibilities

  • Researching and assessing intelligence on individuals identified as highest harm threats (people and problems).
  • Gathering, analysing and de-conflicting intelligence, producing case files and subject profiles.
  • Identifying intelligence gaps and helping set intelligence requirements.
  • Supporting live operational activity with real-time research and evaluation of information. Managing the information that is available to ensure it is up to date and accurate.
  • Accessing Police systems and open source material, working closely with the Intelligence Analysts to enhance the intelligence picture for individuals.
  • Handling of covertly obtained material in accordance with identified policy and process.
  • Working with partner agencies to provide intelligence support to major covert investigations.
  • Conducting intelligence debriefs where appropriate.
  • Preparing of RIPA applications.

Skills and competencies

Essential

Working knowledge and understanding of intelligence practices, including MOPI and National Intelligence Model (NIM).

Knowledge of Covert and Overt intelligence practices.

Initiative and innovation while working as part of a team.

Ability to effectively case manage, work on own initiative and with limited supervision.

Ability to manage time effectively and meet tight deadlines.

Strong communication skills and be able to demonstrate high levels of honesty and integrity.

Ability to problem solve and take ownership for delivering outcomes.

Desirable

Evidence working on major/complex investigations.

Good knowledge of intelligence handling processes and covert tactics in investigations.

Knowledge of criminality within prisons and the regional prison estate.

Security Clearance

  • This role is subject to successful completion of Developed Vetting.

You must be a British citizen to work for the Counter Terrorism Policing West Midlands (CTP WM). If you hold dual nationality, with the primary nationality British, you may also be considered. For the purposes of safeguarding national security, applicants will be required to hold or acquire the appropriate national security vetting clearances of Security Check (SC) or Developed Vetting (DV) in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002). CTP WM will support preferred candidates through the appropriate vetting process.
