East Contra Costa Irrigation District is seeking a highly motivated individual to join our team as the
Electrical & SCADA Superintendent in Brentwood, CA. The ECCID is a small Irrigation District with a low level of employee turnover and a high level of employee satisfaction. This position performs a wide variety of work related to High voltage power distribution, medium and low voltage electrical facilities, SCADA hardware, software and reporting, instrumentation, and radio equipment. The position is hands on in the field as well as in the office.
This is a full-time salaried position and part of the Districts leadership/ management team.

Essential Duties and Responsibilities:
➢ Plans, organizes, coordinates, and executes the maintenance, repair, inspection, rehabilitation and modernization of electrical and SCADA facilities including:
▪ High voltage distribution systems (69kv and below)
▪ Electromechanical equipment, motors, industrial process controls
▪ Water conveyance pump stations
▪ PLC & VFD programming
▪ SCADA software programming
▪ SCADA point to point radio systems, fiber optic communications
▪ Process instrumentation and 4-20ma feedback and controls
▪ Remote off grid facilities
▪ Systems and electrical systems; confirms District schedules and regularly adjust schedules for maintenance, repair, and rehabilitation projects to ensure maximum productivity.
➢ Provides advanced journey level electrician work in the field in connection with maintaining, repairing, and modifying District facilities.
➢ Implements and assists in planning preventive and predictive maintenance programs for supporting continuous operations of District equipment, facilities, and grounds maintenance activities; recommends, develops, and implements improvements in facility maintenance procedures and work processes to increase effectiveness of maintenance programs.
➢ Uses a variety of measuring and monitoring equipment to perform field investigations; gathers and analyzes data; prepare records, reports, and correspondence; reads and interprets maps, engineering drawings, specifications, contracts, and rules and regulations; prepares cost estimates for various construction and maintenance projects.
➢ Interprets mechanical, electrical or instrumentation drawings, diagrams, and specifications; inspects work in progress; ensures that work complies with appropriate repair methods and techniques.
➢ Provides oversight, inspection and direction to contractors working on District facilities.
➢ Reviews work plans, interprets wiring diagrams, electrical code requirements, and specifications with subordinates; inspects work in progress and work completed to ensure that it complies with proper methods and is in compliance with the electrical code.
➢ Ensures budgetary resources are requested to meet the District operational goals.
➢ Investigates interruptions to District services and diagnoses operating difficulties; coordinate and develop repair strategies after considering impacts to District operations and service levels.
➢ Performs administrative functions including but not limited to preparing requests for proposals, cost estimates, prepares and conducts employee performance evaluations and participates in the selection of staff.
➢ Manages approved contracts and projects; provides recommendations into the Capital
Improvement Program.
➢ Directs and coordinates a training program for sub-journey level employees engaged in maintenance and repair activities and other related services.
➢ Establishes section safety and regulatory goals consistent with overall District standards; ensures the safety of employees at work sites and during the installation and maintenance of various types of mechanical, electrical or instrumentation equipment.
➢ Determines, requisitions, and maintains a stock of materials, parts, and supplies required for performance of the work; reviews and documents work performed and prepares reports as required.
➢ Ensures compliance with safe work practices at job sites, particularly when working on energized equipment.
➢ Participates in hiring interviews evaluates and monitors employee performance and prepares and conducts performance appraisals for assigned staff.
➢ Trains subordinates in proper work methods and procedures; provides and supports on-the-job training for sub-journey level staff; recommends and assists in implementing work process improvements and practices. May assist Senior management in performing staff assignments and other related duties as required.
➢ Performs special studies and projects as delegated by the General Manager.
➢ Provides assistance to the water operations and maintenance units as needed.
➢ Attain WAPA switchman certification and maintain certification retraining thereafter.
➢ Responds to emergency calls in off-hours as required.
Preferred qualifications/experience include:
Any combination of education and experience that has led to the acquisition of the knowledge, skills, and abilities as indicated above. Typical ways of acquiring these knowledge, skills, and abilities are:
Education:
Equivalent to the completion of the twelfth grade. Journey level experience in the trade fields of
Electrician, Instrument Tech, Millwright, Carpenters, or other Civil construction related fields with experience at a supervisory level. Training in High/Low voltage electrical systems. Significant relevant work experience may be substituted for some education requirements at the discretion of the District.
License:
Must possess a valid California Class C driver’s license.

Pay: $100,276.80 - $121,888.00 per year
