About Our Role:
The Information System Development Manager is a key role within SP Energy Networks.
Reporting directly to the Head of Information System Development, within the function of Network Data and intelligence, you’ll lead in the strategy, development and implementation of Asset Data systems and processes changes necessary to realise our RIIO-T2 and RIIO-ED2 ambitions and the transition to Distribution System Operation.
The implementation of our future asset data and system architecture will enable us to master asset data in a way which enhances our internal capabilities and integrates our systems and platforms, enabling enhanced visibility of our network and our assets, and optimisation of our operational assets and our plans. Further, we will be on the journey to enabling internal and wider industry and system interoperability.
You’ll promote internal thinking to ensure innovative developments are realised and will support the Head of Information System Development in their role to lead and influence external industry developments ensuring alignment between industry direction and our strategic thinking.
You’ll also lead the development of business need and solutions delivery to support the delivery of over >£50m of investments during the RIIO-ED2 and T2 period, working closely with our Business Transformation department to ensure that plan ambitions are realised, and that system developments are implemented. Further, the role is key in supporting the wider Network Planning and Development function in the developing and realising their system requirements with regards to Asset management and Distribution System Operation.
What You'll Be Doing:
- Leading and managing a growing team of multi-skilled Technical and Business Analysts.
- Development of an Asset Data information system and Data strategy in conjunction with IT and COE and outline a clear and deliverable implementation plan to realise the strategic goals and objectives of the business.
- Lead and enable the delivery of >£50m of information system investment during the price control period, ensuring efficiency and value is delivered.
- Manage, prioritise and control full list of enabling Information Systems Developments through full lifecycle and ensure that benefits to the business are embedded and realised, and that solutions are adopted as business as usual.
- Tendering and governance of service partner and contracts for necessary information system developments, ensuring that deliverables are clear and governed.
- Recognised as responsible lead for developing solutions that ensure consistent, system led flow of asset data from field staff through to entry into asset registers.
- Manage and ensure delivery of successful outcomes to budget and timelines, and exceeding stakeholder expectations across all asset data and info. system developments.
- Manage business interface with COE / IT for asset data related information system developments.
- Engage with Ofgem/BEIS/ENA and wider working groups on Data Best practice and influence the direction of industry strategy and policy in Data mastery and Data Best practice.
- Prepare and submit business cases to Technical Design Authority (TDA) for Capital approval across >£50m of capital investment in conjunction with COE and IT.
- Ensure asset register integrity is maintained and managed through all information system developments.
- Develop and establish a selection of modelling tools and capabilities and enable business coordination and development – implementing a support model on behalf of SPEN.
What You'll Bring:
To be successful in applying for this role, we are ideally looking for candidates with the following skills and experience:
- Proven leader in information systems strategy and delivery.
- Extensive track record in developing and delivering information system and data change in a large multi-disciplined organisation.
- Effective at leading and managing change in a complex environment and creating a culture of engagement, positivity, agile delivery and focussed on outputs.
- A strong understanding of effective partnership working with 3rd party organisations.
- Advanced communication and influencing skills. An ability to successfully engage with and influence both internal ScottishPower and Iberdrola groups and regulatory bodies / Industry Working Groups (Ofgem, BEIS, ENA).
- Advanced experience in project management and cost management of large-scale capital investments in systems.
- Knowledge and experience with Common Information Model (CIM), Data Best practice and Electricity industry / regulatory licence requirements.
- High level of business planning, financial and strategic thinking.
- Technical expertise and knowledge of IT systems.
- Technical expertise in Asset Data Architecture and Mastery.
