This post is based within Training and Skills Unit (TASU) that sits in the new Operational Capabilities Command. TASU has responsibility for the delivery and co-ordination of operational enforcement along with other training nationally within Crime and Enforcement teams.
TASU is a national resource responsible for operational enforcement training and operating procedures. Work is high profile and the role is currently engaged on delivering priority workstreams under the Prime Ministers 10 point plan and the Illegal Migration Bill (IMB). It is extremely varied and includes working with other areas of TASU leads on the sharing of knowledge, skills, safety and best practices through training.
This is a growing team and has recently been split from a wider Operational Safety and Wellbeing role, due to the increasing demands on the team. It covers all Public and Personal Safety Training (PPST) courses for ECC. This includes initial and refresher courses, bespoke learning, specialist training such as Method of Entry and Aviation Custodial Training. This may be expanded or changed from time to time to meet business needs and to support ministerial priorities.
One of TASU’s biggest strengths is our ability to respond and deliver at pace to the businesses changing needs. To be a strong change manager will therefore be an advantage for the successful candidate and to build a strong values based culture will be a requirement.
This is a national role and you can be based in Apollo House, Croydon CR9 3RR, or Moorfield Leeds LS19 7YA where a lot of our training currently takes place or another IE office depending on available desk spaces. However, frequent attendance to Croydon/Leeds and other locations will still be required.
All staff are expected to attend the workplace for a minimum of 40% under One Future Workplace and potentially more subject to business requirements.

Responsibilities:
- To Head up a team of experienced and professionally qualified Public and Personal Safety Trainers, HMIs and a logistical support team.
- To ensure the team has sufficient resources to deliver on demands by overseeing the scheduling of courses, trainers and accommodation to ensure we can deliver for the business, flagging up risks and putting appropriate mitigation in place. Also to manage the usage of AHW hours and to ensure capability of the team remains current and credible.
- To liaise with College of Policing to ensure we maintain our license and to attend relevant meetings to keep up to date with CoP practice and course developments and opportunities.
- To develop great stakeholder working relationships with Border Force to ensure we can work together wherever possible and to share resources (such as venues), knowledge and capabilities. In particular to ensure full involvement in an estates project for shared venues.
- To work with the TASU Learning Hub to achieve a permanent estates portfolio for PPST and MOE delivery, to ensure we develop an effective performance management system, and to assist the wider TASU portfolios such as supporting the new project for Scenario Based Training to incorporate into Business as Usual by tight deadlines.
- To work with Health, Safety and Wellbeing in OCC to ensure our training complies with RAs and SSofW and that any accidents or injuries on courses are reported promptly so any required RIDOR referrals can be made in a timely manner.
- To work with TASU SLT and the OCC SLT to ensure we are able to meet our wider objectives.
- To undertake any other roles required and to lean across teams to support when needed.
Person specification
- Be HO Values focused and an inclusive leader

- Have experience of working in an operational learning environment with relevant qualifications (Level 3/ 4 Certificate in Education and Training; CAVA qualifications)
- Have experience of working in an Operational environment in an arrest capacity.
- Have excellent leadership skills with the ability to manage a large and diverse team to deliver on priorities
- Credibility within IE as a PPST expert, a thorough understanding and grasp of Risk Assessments and Safe Systems of Work (ideally with IOSH or NEBOSH qualifications)
- Willingness to travel nationally
- Understanding of assurance requirements within the PPST world and ability to set up a strong framework and to work with the Assurance and Risk team within OCC.
- Strong communication skills,
- Strong stakeholder skills
- To work as a member of the TASU and OCC SLT leaning across responsibilities where required to assist the wider priorities.
- You may be required to carry out other duties within the scope of the grade.
Essential Criteria:
- Excellent partner management and relationship-building skills
- To have a high standard of demonstrable verbal and written communication skills
- Must have good strategic awareness
- Hold IOSH or NEBOSH qualifications
- Prior experience of assurance processes, implementation and management
- Worked in an Operational Learning environment and hold relevant qualifications such as a Level 3 or 4 CET.
Desirable Criteria:
- To be PST3 trained and in ticket
- To have worked in IE as an operational arrest trained officer
- To have experience as a PPST trainer
- To hold an assessor’s qualification such as CAVA
- Be fully cognisant of PPST needs and requirements within IE including the IE’s National Generic Risk Assessments (NGRAs) and Safe Systems of Work (SSoW)
Qualifications
Worked in an Operational Learning environment and hold relevant qualifications such as a Level 3 or 4 CET.

Sift and Interview Dates
