Job description
Immigration Enforcement (IE) is the operational arm of the Home Office responsible for reducing the size of the illegal population and the harm it causes. Its key missions are:
- Preventing illegal immigration through greater compliance with immigration laws
- Maximising returns of immigration offenders and Foreign National Offenders from the UK, and:
- Tackling the threats associated with immigration offending.
IE works with law enforcement and cross-government partners to tackle serious and organised immigration crime with a focus on bringing to justice those who exploit the vulnerable, for example cases of modern slavery and human trafficking.
IE works closely with Migrations and Borders Group and operates as part of the group who enable the legitimate movement of people and goods to support economic prosperity, whilst tackling illegal migration, removing those with no right to be in the UK and protecting the vulnerable.
IE prides itself on being an open and supportive workplace. We actively embrace diversity and promote equality of opportunity, to enable us to reflect the communities that we serve. We provide people with the opportunity to work at pace and deliver in stretching roles.
In March 2023 the Director of Performance and Operational Delivery tasked a review of the existing governance frameworks for Performance, Assurance, Risk and Tasking within IE. The purpose of the review was to ensure that IE has appropriately robust governance, data and management information to support the effective operation of these critical areas and strengthen the IE Board’s overall management; in particular, reflecting upon the breadth of risk facing the Department and the development of its first ever performance framework.
This is an exciting opportunity to join IE’s Assurance and Risk Team within the Strategic, Services and Transformation (SST) Directorate, the strategic arm of the business, who hold responsibility for delivering the Assurance and Risk Frameworks approach across IE. The role is wide ranging with opportunities to develop new skills, whilst working within a busy but supportive team to deliver vital activity across assurance and risk.
What will the successful candidate be doing?
This role forms part of IE’s Assurance and Risk team (IE ART) based within the IE Strategic Services and Transformation (SST). The team works across the department to deliver assurance and risk, working with colleagues and influencing the business to deliver the changes needed and provide updates to the IE Board and other stakeholders. The successful candidate will be a key player in contributing to the development and delivery of the Frameworks.
The successful candidate will need to be a self-starter, have strong self-motivation to work at pace, continually seek to improve our service and be a team-player. Due to the nature of the fast-paced role, this is considered a full-time role where full-time working or compressed hours is preferable.
The team are based in locations across the UK. However, regular travel in the UK is likely.
The post-holder will report to an Assurance and Risk Manager.
Key Responsibilities:
- Support the delivery of the Assurance and Risk Frameworks.
- Support IE ART leads to work in partnership and engage with IE operational leads and wider stakeholders.
- Contribute to the 2nd line assurance review process within IE.
- Gather and analyse evidence to identify areas of risk and utilising various communication methods; test existing assurance controls and recognising examples of good practice in IE; checking and challenging existing processes and services in each business area as appropriate.
- Draft contributions to review reports including analysis of evidence to make well balanced findings and recommendations to drive improvement.
- Assist, as required, with the returns, collation and review of third-party recommendations, risk registers, simplified management framework and business continuity plans. Production of papers for boards, meetings and briefs as well as ad-hoc taskings as appropriate to the grade.
- Attend operational level assurance and risk meetings helping to identify and escalate issues and promote ways of working with stakeholders at all levels.
- Seek ways to continually improve ways of working and maturing the approach to risk and assurance across IE.
- Due to business requirements this post is full-time, compressed hours are available.

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. A lack of UK residency in itself is not necessarily a bar to a security clearance and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.
Please be aware the levels of national security clearance are changing which may impact on the level needed for this role by the time of appointment. All efforts will be made to keep candidates informed of any changes and what that will mean in terms of vetting criteria. For more information please See our vetting charter
A location based reserve list of successful candidates will be kept for 12 months. Should another role or similar role become available within that period you may be offered this position.
When completing your application you will have the opportunity to select your preferred location(s). Please ensure you select all locations you are interested in. Candidates who are successful at Interview will be placed in order of merit per location and provisional job offers will be made in strict merit order per location preference. Note for Candidates:
Please ensure that all examples provided in your application are taken directly from your own experience and that you describe the examples in your own words. All applications are screened for plagiarism and copying of examples/answers from internet sources. If any is detected the application will be withdrawn from the process. Further action, including disciplinary action, may be considered in such cases involving internal candidates. Providing false or misleading information would be contrary to the core values of honesty and integrity expected of all Civil Servants.
If you are currently an agency member of staff working within the Home Office, a contractor or contingent worker you can only apply for roles that are advertised externally, i.e. outside the civil service. If you are eligible to apply for a role, you are required to select yourself as an external applicant and not internal when submitting your application on Civil Service jobs. This will prevent any delays in pre-employment checks should you become successful in being made an offer of employment after the Interview stage.
Hybrid working is an option:
Hybrid working enables employees to work partly in their workplace(s) and partly at home. A hybrid working pattern may be available, where business needs allow. Applicants can discuss what this means with the vacancy holder if they have specific questions.
