Job description

What is an Immigration Removal Centre (IRC)

An IRC is a secure building that holds detained individuals (residents) who are held prior to their removal from the United Kingdom or for nationality and identification purposes.

There are currently 6 IRCs in England and 1 in Scotland, with 2 more IRCs planned to open in England in the near future.

All IRCs are overseen by the Home Office’s Immigration Enforcement directorate and are contracted out to private companies known as IRC Suppliers who ensure all aspects of the IRC are run safely and securely within rules and legislation.

About the role:

You will be part of the Operational Procurement Team whose role within Detention Services is to support the smooth transition of services and supplier from old contracts to new contracts across the IRC estate.

The post holder will work diligently to review IRC contract schedules and important aspects of the contract, supporting the risk and benefit workshops, as well as contribute to our work within contract evaluations and moderation negotiations, representing Detention Services Operations at various working groups and project boards.

This is an exciting opportunity to work in a fast paced and varied role.

Person specification

The right candidate will be:

  • Involved in the mobilisation/demobilisation work once the procurement work has been completed and a successful bidder has been identified.
  • Expected to support the G7 operational procurement manager and assist in all operational, re-procurement activity to ensure a consistent approach to our work and ensure no disruption or degradation of IRC service.
  • Working with complex information and assist the G7 procurement manager in reviewing IRC procurement contracts to confirm they are fit for purpose which allows the department to assess the suitability of private sector companies to be awarded a multi-million-pound Home Office contract.
  • Responsible for the successful transition from mobilisation of a contract to service delivery by leading discussions with stakeholders to ensure contractual obligations are met.
  • Resilient, assertive and political insightful during stakeholder interactions whilst maintaining the ability to build relationships.
  • The opportunity to show case their ability to deliver at pace, make robust decisions and communicate with impact.

The post holder will have insight on engagement approach and have the opportunity to work with key stakeholders and engage with relevant subject matter experts.

Essential Criteria

Successful candidate must have:

  • Experience of working to tight deadlines and managing demanding but competing priorities.
  • Confidence in responding quickly and effectively to change.
  • Stakeholder management capability and a proven record of working with external partners and suppliers
  • The ability to manage your own work and collaborate with others on larger projects.

Desirable Criteria

  • Experience working within a project or commercial team, preferably within an operational environment.
  • Experience working within a custodial setting and/or alongside private sector companies.
  • Successful post holders will be expected to sign and return a conflict-of-interest form prior to starting their role.

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours, Strengths and Experience.

This gives us the best possible chance of finding the right person for the job, drives up performance and improves diversity and inclusivity.

As part of the application process you will be asked to complete a Suitability Statement (Max Word Limit: 500) and one Behaviour example (Max Word Limit 250).

The Statement of Suitability should concisely explain how you meet the essential criteria listed on the Job Specification.

The sift will be based on the Lead Behaviour and the Suitability Statement.

The Suitability Statement will be marked first for all candidates. Candidates who fail to meet the minimum pass score for the Statement will not have their lead behaviour scored and will therefore only receive a sift score for their Suitability statement.

Candidates who meet the minimum pass score for the Suitability Statement, will then go on to have their Lead Behaviour – Working Together marked and will therefore receive sift scores for both elements.

In the event a high volume of applications are received, an initial sift will be based on the Lead Behaviour – Working Together only. Candidates who pass the initial sift may be progressed to a full sift, or progressed straight to interview.

Candidates shortlisted will be invited to an interview which a blended approach of Strength-based questions (no preparation necessary) and Behaviour based question.

Sift and Interview Dates

The sift will take place from week commencing 24th April 2023.

Interviews are expected to take place from week commencing 15th May 2023.

You will be invited to attend a video interview utilising Skype for Business or Microsoft Teams. Where restrictions allow interview may be carried out face to face in the future.

A location based reserve list of successful candidates will be kept for 12 months. Should another role become available within that period you may be offered this position.
