The University of Maryland Baltimore Health Sciences and Human Services Library is seeking a Human Resources Specialist. The Human Resources (HR) Specialist supports and coordinates the administration of human resources transactions and activities of the Health Sciences and Human Services Library (HSHSL), a complex environment comprised of faculty, exempt, and non-exempt staff funded by both internal and external sources. This position provides guidance to Library Administration on HR issues, HR transactions, interpretation and development of policies, and communication of HR policies, practices, and programs to HSHSL employees. The HR Specialist provides support for library faculty appointments and the recruitment of new library faculty. Under minimal supervision, the position assists with Human Resource and related budgetary functions to Library Administration and to faculty and staff employed in the Library. The HR Specialist is responsible for the daily operations of human resources activities and guidance of Recruitment/Staffing of Library faculty and staff positions, Training and Development, and Employee Relations in collaboration with Campus Human Resources (HRS). The HR Specialist is expected to interact and liaise with faculty, staff, and campus Human Resource Services (HRS) in facilitating library and University-wide human resources objectives.
The HR Specialist reports to the HSHSL Assistant Dean of Administration and Operations.

PRIMARY DUTIES
- Administer the day-to-day HR operations in the library. Serve as a resource for employees and responds to a variety of HR questions and refer employees to proper HR sources.
- Serve as the primary contact and liaison between the library and central HR. Responsible for the HR records management processes for the library.
- Develop and facilitate recruiting efforts for faculty and staff. Communicate with hiring manager and central HR to coordinate the recruiting process. Facilitate onboarding of all faculty and staff.
- Collaborate with faculty, managers, and employees on policy and guidelines and interpret how policies and guidelines apply to and affect permanent and non-permanent status faculty, non-exempt staff, exempt staff, and contractual library employees. Assist in creating policies as needed in compliance with UMB and library policies and procedures.
- Collaborate with library leadership to understand business needs and develop creative solutions to accomplish HR objectives. Advise Division Heads, Managers, and Supervisors on disciplinary actions, terminations, faculty promotion and permanent status applications, and serve as a resource in these areas.
- Provide salary estimates as needed for budget spending projections. Collaborate with campus HR Compensation team to ensure equity among employees.
- Plan and promote HR activities in support of the library’s strategic plan objectives.
- Coordinate the hiring, appointment, promotion, and permanent status of Library Faculty through Interfolio. Collaborate with the Thurgood Marshall Law Library regarding the annual Appointment, Promotion, and Permanent Status (APPS) process. Serve as a resource on the APPS Policy and engage with University Counsel as necessary regarding interpretation and updating of the Policy.
- Manage and monitor the performance evaluation process for faculty and staff.
- Participate in HRS initiatives, payroll processing, and funding profile maintenance.
- Perform other job-related duties as assigned.
Education: Bachelor's degree in a related field of study such as Human Resources or Business Administration. Master’s degree is preferred.
Experience: Two (2) years of human resource experience.
Preferred Experience: Previous experience using HR management systems preferred. Previous experience using applicant tracking systems preferred. Working knowledge or experience in a library or other academic setting preferred.
Certification/Licensure: Professional in Human Resources Certification (PHR) or willingness to obtain preferred.
Other: May consider a combination of directly related experience and education.

Salary Range: $68,000- $73,000; commensurate with education and experience
