Reporting to the Executive Director of Human Resources, the HR manager will assist in managing the HR office and its operations. This excluded position will be responsible for the administration of the full cycle recruitment activities for all full-time and part-time positions, employee performance management, and managing CUNYFirst HCM/TAM Workforce Administration and Recruitment processes.
In addition to the duties outlined under CUNY Title Overview section, the responsibilities for this position include, but are not limited to, the following:
- Manages contractual provisions for full-time instructional and classified staff employee groups, including but not limited to, the appointment and reappointment process, annual evaluations, and contractual salary increments.
- Manages and maintains I-9 tracking and Sprint Tax.
- Reviews and processes reasonable accommodation requests and make determinations recommendations.
- Liaises with the college community, addressing employee inquiries and resolving issues regarding recruitment activities, organizational structure, CUNYfirst, compensation, and job classification.
- Manages employee separation and exit interview process
- Assists the Executive Director with day to day HR office operations.
- Develops, improves and oversees new employee onboarding and orientation sessions for all classifications.
- Assesses progress and tracks all employee promotions and title/level changes as necessary.
- Manages the mandatory annual year trainings (WPV and ESPARC), DCAS, and CUNY central training and development offerings/programs
- Manage HR staff as assigned.
QUALIFICATIONS
Bachelor's Degree and six years' related experience required.
Preferred qualifications:
CUNY, Higher Education setting, and/or Human Resources experience is strongly preferred.
- Ability to communicate effectively and act as a member of a team.
- A proactive, hands-on attitude and ability to work in a fast-paced environment, prioritize effectively, multitask, shift priorities quickly, and work under pressure.
- Master’s degree in Human Resources or related field.
- Ability to develop and manage various tracking systems.
- Excellent management supervisory and leadership skills.
CUNY TITLE OVERVIEW
Manages a portfolio of Human Resources programs and operations at the College level.
- Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology
- Manages staff responsible for carrying out operations in the Human Resources office
- Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees
- Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements
- Provides outreach to employees and provides communications such as meetings, newsletters, and web sites
- Compiles accurate and well-organized reports
- Assists management with developing policies, procedures, and programs to support Human Resources' objectives
- Performs related duties as assigned.

$90,375.00 - $107,789.00
Salary commensurate with education and experience.
