Job description

Primary Purpose

Performs complex technical duties in support of the human resources/risk management functions, programs, policies, and procedures in municipal government. Work involves broad range of Human Resources activities which may include recruiting, hiring, compensation, position classification, benefits, employee relations, workers; compensation and unemployment compensation management, and third party accident insurance coordination. Nature of work is sensitive and highly confidential. Will serve as the backup for the Payroll Specialist.

Essential functions

  • Develops applicant recruitment strategies; writes and places employment advertisements; prepares and compiles job opportunity listings; reviews and evaluates job applications; assesses applicants and prepares certification lists for referral to hiring managers; maintains applicant tracking systems and records; provides guidance and assistance on interviewing and selection techniques and procedures; provides information and assistance to applicants and employees on the City's employment processes;
  • Reviews and processes all personnel actions. This includes new hires, terminations, leaves of absence, salary adjustments, and other personnel actions. Ensures conformance with City policies and procedures and assists in maintaining the integrity of the City's pay system;
  • Keeps HR Director informed of details affecting office management decisions; assists in development of policies/changes and procedures and maintains procedures manuals with revised, new and approved forms/procedures.
  • Researches and answers routine and complex inquiries from managers, employees, citizen, and other agencies and organizations;
  • Participates in the development and implementation of salary surveys; completes special projects and reports related to classification and compensation issues; assists in the development of job qualifications and requirements; assists in the development and monitoring of the Human Resources budget;
  • Assists with compliance with all federal and state employment laws and regulations; gathers and analyzes data pertaining to job classifications and makes classification recommendations;
  • Makes arrangements for meetings and assures that proceedings are properly recorded; attends meetings or conferences and develops reports on the proceedings to reflect the major points discussed, actions to be taken and other results that were produced;
  • Maintains personnel files and record systems, updates and purges files according to procedures, and categorizes information for filing;
  • Prepares PC/WC claims to insurance, follows up on claims as needed, maintains communication with department/division on claim progress, works with Finance in receipt of payment for claims;
  • Schedules CIRSA training for Loss Control Audit for employees; monitors completion of training; coordinates with department/division for Audit;

Knowledge, Skills, and Abilities

Knowledge of:

  • Municipal administrative and personnel principles, practices, and procedures;
  • Standard of customer service delivery practices and procedures sufficient to be able to process various types of in person/phone contacts associated with customer service duties;
  • Phone systems, computers, and electronic data processing;
  • General office procedures sufficient to be able to ensure proper operations;
  • General Human Resources and Risk Management principles and practices.
  • Current knowledge of FMLA and ADA programs.
  • Recent experience with STD and LTD programs.
  • Familiar with employee insurance packages.
  • Ability to verbally maintain confidential information.

Education and Special Requirements

EDUCATION, EXPERIENCE AND TRAINING:
Education: any combination of experience and training equivalent to an Associate's degree in personnel/business administration or related field.
Experience: at least two years of recent responsible experience in a personnel department, preferable for a municipal organization.. Recent experience with a payroll system preferred.
Training/Certifications:
Special Requirements:
Possess and maintain the appropriate CO operator's license for the type of City owned vehicle which the employee may operate in the scope of employment.
