- Graduation with a Bachelor’s degree from an accredited college or university in related field, plus four (4) years of HR experience.
- One (1) additional year of experience may substitute for the education up to the maximum of four (4) years.

The Senior Advisor will primarily focus on administrative investigations and employee relations matters, including developing and executing programs that mitigate risk in the work environment and increase overall employee engagement. This individual will serve as a trusted and subject matter HR business partner in strategically assessing data, behaviors, and relationships. TPW is looking for someone with readiness to assist on compensation processes, support to leave management programs, HRIS maintenance, and support TPW HR staff with other human resources duties as required. To succeed, you will need innovative ambition and passion for customer service purposefully aimed at maximizing available sources to gather information needed to understand ambiguous, complex, and sensitive situations.

Austin Transportation and Public Works positions are not at 100% remote operation. This position will be eligible for a hybrid work schedule of three days minimum working in-office after the probationary period.

- Employee Relations: Experience in HR functional areas, internal investigations, conflict resolution, grievances, and creating professional records, plans, or reports.
- Leave Management: Familiarity with Workers Compensation, FMLA, ADA, Safety, and absence-related matters as it relates to employee relations, perceived policy violation, and inappropriate behavior.
- Policy Development: Working knowledge in development and maintenance of policies, procedures, and standard operating procedures.
- Experience using interpersonal and verbal communication to establish effective working relationships with employees at all levels, including multiple levels of leadership.
- Hands on experience with mediation and/or alternate dispute resolution/techniques.
- Experience leading or overseeing complex and sensitive workplace investigations regarding complaints of personnel policy violations, discrimination, harassment, EEOC and/or DOL allegations.
- Experience generating presentable reports in Microsoft Office and emerging HR technologies based on information gathered from various human resource databases.
- Collaborates and serves as strategic partner with senior leaders and management on HR programmatic analysis, implementation, and administration providing operational oversight, advice, and analytical support.
- Manages and resolves complex HR-related issues and provides solutions to programs and processes, monitoring implementation of agreed upon actions until the problem has been resolved.
- Advises and influences management in making sound HR-related decisions.
- Serves as subject matter expert in providing advice and counsel to management and employee groups on a broad range of HR issues and with applicable regulations, programs, policies, and procedures.
- Interprets and provides guidance on, and interpretation of, applicable systems, policies, procedures, strategies, process work flows, and regulations; and monitors compliance with policies, regulations, laws, and program objectives.
- Identifies, analyzes, and recommends solutions for various HR problems using morale indicators and other personnel measurements, such as, but not limited to, surveys, turnover, and grievances; and presents recommendations for corrective action programs when needed.
- Provides training to managers and supervisors on HR topics and procedures.
- Researches, gathers, analyzes, and evaluates data and information; monitors program trends; reviews and performs quality checks of program-related data; and develops and maintains management reporting to support decision making and policy development.
- Monitors and maintains system data, files, records, and reporting; transmits program data files to vendors; and develops, monitors, and implements information tracking systems.
