Job summary
This role requires the post-holder to lead and embed the people strategy of the wider Scottish Government, as well as provide ongoing support to their business area on HR matters.
The role holder will draw on resource from across the People Directorate, and if necessary, from other sources of corporate support in SG and / or external providers.
We are looking for a strategic operator who can quickly build relationships and credibility with senior leaders, as well as an ability to implement and embed a wider HR change programme, tailoring interventions to their business’ needs.
A working knowledge of employment law including a coaching and CIPD qualification (or willingness to work towards) would also be advantageous in this role.
This role can be based from any SG Central Scotland Location.
Job description
- Make an active contribution to the development and effective functioning of the HRBP team and as a key collaborator in the work of the wider People Directorate.
- Willing to take an adaptable and flexible approach to work and to supporting colleagues, sharing workloads when appropriate to deliver key corporate priorities.
- Leading and prioritising the delivery of excellent partnership working, valued by SG’s SCS; offering appropriate corporate challenge and support as required.
Support SCS partners to utilise appropriate people interventions to enable Directorates to deliver business effectively. This includes:
Being the principle HR/OD consultant with the business, drawing on people directorate resources in service of supporting clients in effective business delivery.
Leading and supporting effective workforce and resource planning.
Leading and supporting Directors to improve staff engagement, including meaningful use of HR MI and people survey data within the organisation.
Supporting leaders with effective transformation and change management, both from the technical and human perspective.
Supporting Directors and D/D’s to identify and address the capability and skills development that people need within the business.
Supporting consistently good leadership through brokering access to and / or facilitating individual and senior management team development.
Act as a role model and champion diversity and inclusive leadership in all interactions with stakeholders.
Person specification
Essential Criteria
1. A strong track record in a senior, strategic HR role with experience of successfully building strong, trusting, influential and effective relationships with senior colleagues, whilst maintaining independence and the ability to constructively challenge.
2. Expertise and experience in supporting operational and strategic workforce planning, e.g. talent management, resource and succession planning etc.
3. An ability to work flexibly, contributing to the planning and delivery of various work strands / projects across a diverse team; using PPM principles to ensure tasks are successfully completed on time & within budget.
4. Experience of taking a consultancy approach, using change management and OD&D tools and techniques and a track record of supporting senior leaders with key strategic people decisions in a VUCA environment.
