- Provide professional direction, representation and advocacy of Cornwall Council’s strategic housing agenda through the preparation of strategies, action plans, projects and initiatives.
- To develop strategies, policies and projects to address housing needs, homelessness, supported housing, Gypsy and Traveller provision, energy efficiency and identified local issues associated with the private rented sector. Lead project teams/partnership bodies comprising multiple internal and, where necessary, external partners to ensure sound recommendations, decisions and delivery. Contribute specialist housing needs input into the development of the Council Strategy and Business Plan and supporting documents i.e. Adult Social Care Transformation Plan, Housing Revenue Account Business Plan, Local Development Framework (LDF) documents, including both Local Development Documents (LDDs) and Supplementary Planning Documents (SPDs). Liaising with officers of Cornwall Council’s housing services and Cornwall Housing Ltd (CHL), social services and other housing related public bodies and charities to implement solutions to meeting identified housing needs. To liaise with local Registered Providers and other partners to improve partnership working on a range of issues that support the Strategic Housing Partnership. To identify areas of best practice in terms of service delivery and take the lead role within the housing strategy section for sharing such knowledge with existing team members and external agencies.
- The co-ordination of a range of external and public meetings and, as appropriate, inter-agency joint working and inter-agency projects with the voluntary, private or public sectors, to identifying best practise to address identified housing needs.
- Representing Cornwall Council’s strategic housing agenda at housing-needs related working groups at regional, sub-regional, county and local level, including attendance on social care, choice based lettings and housing market partnership groups or forums. Development, implementation and communication of processes, project plans and project initiation documents to meet identified business needs within agreed parameters of cost, timescales and quality. The presentation of reports and to represent the Head of Housing Strategy and Partnerships at Committees Boards and Steering groups and other internal and external meetings and events as appropriate.
- Undertaking, commissioning, analysing and disseminating appropriate and targeted social, economic and environmental research and intelligence to inform policy and practice and provide complex technical and logistical support to partnerships, advising on funding or other means of addressing housing needs beyond Planning Obligations.
- Contribute to the development of the annual Service Plan to ensure compliance with performance standards and processes critical to the achievement of the service plan objectives and targets. Prepare for the relevant Head of Service the annual Team Plan including staff development and training proposals. Be responsible for own self-development on a continuous basis and to ensure all CPD requirements are met and match the outputs required by the service. To ensure the Council’s Health and Safety Policy is complied with and to undertake their responsibilities as set out within the Policy.
- Secure and maintain Investment Partner status (and submit bids as required) and lead on any additional funding partnerships with Homes England or other institutions that may support HRA activity.
- Develop systems to monitor the use of external funding and compliance with any requirements set by the funding institution;
- Work with Registered Providers and developer partners to maximise delivery potential and investment within Cornwall
- Educated to degree level or equivalent academic ability, or hold an appropriate professional qualification, or demonstrate relevant equivalent experience
- Membership (or eligibility to become a member) of a relevant recognised professional organisation
- Demonstrable broad in-depth knowledge and understanding of the legislation, technical, financial and key policy issues underpinning the relevant key areas of the current trends and issues affecting the delivery of housing services
- Demonstrable broad experience and evidence of complexity of depth and breadth of skills and ability in successfully working with professions, stakeholders and/or local community to achieve an identified target or output
- Demonstrate analytical, research and problem solving skills
- Clear communicator with excellent writing, report writing and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately for diverse audiences.
- Ability to analyse and interpret information, pre-empt and evaluate issues, and recommend and appropriate course of action to address the issues
