The group will strengthen coordination and collective focus across a range of growing and overlapping threats, whilst remaining consistent with existing strategies. Working with partners, HSG will foster more transparent and sustainable collaboration between national security, law enforcement and other relevant communities to enhance capabilities and leverage our response to threats. Job description A Case Management Team (CMT) is being set up to operationalise the Foreign Influence Registration Scheme (FIRS) which has recently been introduced via the National Security Act 2023. FIRS is designed to strengthen the resilience of the UK political system against covert foreign influence and, secondly, to provide greater assurance around the activities of designated foreign powers or entities in the UK. Under the primary tier of the Scheme, all persons undertaking political influence activity at the direction of a foreign power must register that activity and under an enhanced tier, people undertaking registerable activities at the direction of a specified country or entity must do the same. The CMT team is currently expected to consist of 1 G6 head of team, 1-2 G7 deputy heads, 2-4 SEO senior caseworkers, 8-12 HEO caseworkers and 2-4 casework support officers. The casework support officer will be responsible for providing administrative support to caseworkers and senior caseworkers, maintaining the FIRS IT platform and responding to requests for information. Location: Liverpool, The Capital The postholder may be required to work remotely within the first few months, with occasional travel into London, pending the space in Capital Building becoming available in July 2024. Person specification Responsibilities will include but are not limited to:Maintaining the online platform, liaising with IT support to ensure any issues are resolved promptly;Acting as the main point of contact with members of the public for queries/issues on the case management platform and drafting responses (for clearance from HEO or SEO caseworker);Acting as the main point of contact with other government department for general enquiries on FIRS and drafting responses (for clearance from HEO or SEO caseworkers);Monitoring/keeping track of when registrations may need to be updated;Providing administrative support for litigation cases;Assisting with the production of the annual report;Providing support to the policy teams with outreach activities (e.g. public awareness campaigns);Maintaining data logs;Responding to requests for information;Understanding data protection obligations on FIRS and ensuring that data protection duties are complied with and holding caseworkers/senior caseworkers to account on data protection rules;Identifying improvements to ways of working/administrative aspects of the operation of FIRS;Providing surge support to caseworkers/process registrations (e.g. if caseworkers have limited capacity due to litigation cases); andOrganising and attend meetings and training courses; It is expected that FIRS will receive a large number of enquiries from members of the public at the outset of the Scheme. The EO casework support officer will therefore be expected to quickly gain expertise on FIRS and its application, to provide timely and accurate responses to members of the public. The exact start date will depend on two factors: The first is the readiness of the office space in which the team will be based. We have agreed that the team will be based in a space which is currently being renovated in Capital Building, Liverpool. This is due to be ready by July 2024. The second factor is the IT platform which the team will operate as part of their role. This is due to be developed over the coming months. We may look to onboard some of the posts sooner, in order to carry out preparatory work required for the operationalisation of the Scheme, such as training and testing of the IT platform. Exact plans are expected to crystalise during the recruitment process and expected start dates will be discussed further with applicants at interview stage. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV.
