Job description
As a member of the IOSM team, you will be part of a virtual multidisciplinary team supporting the implementation and evaluation of the labour market policies and programmes. This is a fast-paced policy environment with regularly emerging new areas of work.
The post provides an opportunity to be actively involved in developing and influencing new services for DWP customers. It will offer the post-holder first-hand experience of supporting research and evaluation processes, project work and policy development.
Where appropriate you will support operations in the delivery of new policies and programmes, for example, undertaking deep-dives into delivery of new programmes to identify areas for improvement; supporting operations in understanding management information requirements, and undertaking compliance activities both through virtual communications and visits to operational sites.

Experience Key Criteria
Candidates will need to evidence their experience and technical skills set against the following key criteria:
- Understanding of operational delivery and the role of compliance in policy and programme delivery, including working with operational staff to improve delivery and performance (Lead experience)
- Using Universal Credit systems and other administrative data to understand trends and highlight compliance risks, working with analysts, project and operational staff to resolve issues with project delivery
- Experience of team working to develop an evidence base on project delivery, interrogating data, using suitable packages, including Excel, drawing out emerging findings and contributing to reports and presentations for stakeholders;
- Experience of working across teams and stakeholders to identify and explore emerging delivery issues and contributing to finding a solution;
- Strong communication skills, both verbal and written, to support the team’s role in sharing information and evidence with a wide variety of stakeholders.

Selection process details
Stage 1 – Your Personal Statement
As part of the application process you will be asked to complete a personal statement, of no more than 1,000 words, to demonstrate how you meet the Experience Key Criteria described above for this role – and not the published behaviours listed in this advert (they will be assessed at interview).
We are not looking at how much time you have spent in a job, but rather what actions you took and how you have performed. Your example(s) can be taken from a work or personal situation. Your Personal Statement must demonstrate evidence of what you did, how you did it, and what outcome was achieved. This should include the impact of your approach and evidence of your ability to take forward different approaches in different circumstances.
The standards detailed in the Experience Key Criteria are the minimum expectations for the role. We will assess demonstration of your ability and experience of these elements within your Personal Statement application. Only the candidates with the strongest evidence will be invited to interview.
If you do not meet the minimum expectation on the lead Experience Key Criteria ‘Understanding of operational delivery’ this will be the only element that is assessed and your application will not progress further. Should a large number of applications be received the pass mark for the lead Experience Key Criteria may be raised. Candidates will have to meet the standard for all criteria to progress to interview.
Your statement must not exceed 1000 words and you are advised to take advantage of the full word count.
If you fail to submit your Personal Statement before the deadline of 23:55 on 18 April 2023 your application will be withdrawn.
Once you have submitted your application it cannot be amended; only submit your application when you have completely finished and answered all the relevant questions.
You will also be asked to provide a CV. There is no requirement to upload your personal CV. You will be given the opportunity to add a CV within the application process. Your CV will be used for reference only and will not be formally assessed – so please put the main content of your evidence and skills in your Personal Statement.
Stage 2 - Interview
If you are successful at Stage 1 then you will be invited to an interview. The interview will comprise Behaviour questions. The guidance on Success Profiles explains the selection tools. The Behaviours being assessed are detailed in the job advert.

The Department is committed to promoting flexible ways of working, whilst enabling the business to operate at maximum efficiency and will expect colleagues to work from a blend of locations, including some time working at home, as required.
Certain job roles may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. Please be aware there is a requirement to work at least 40% of your time in your corporate hub.
