Job Purpose
The Health, Safety and Environment (HS&E) Manager will take overall responsibility for managing and coordinating health and safety across the Collegiate, including the four schools, QE Commercial operations, and all those activities relating to the day-to-day running of the Estate. The postholder will ensure that all regulatory and legislative requirements are met. They must be able to form excellent working relationships with colleagues, motivating staff to understand and fulfill their health and safety responsibilities efficiently and effectively.
The successful candidate will lead in championing a positive safety-first culture across the organisation, and in promoting an understanding that compliance with the regulations and prevention of injury and damage is an essential and integral part of business and operational efficiency. They will be providing guidance and direction to the leadership and management teams, looking at ways of continuously improving Health and Safety compliance, promoting a positive culture, and ensuring continued improvement of Collegiate HS&E standards.
This job description is written at a specific time and is subject to change as the demands of the Collegiate and the role develops. The role requires flexibility and adaptability and the employees of the Collegiate need to be aware that they may be asked to perform tasks and be given responsibilities not detailed in this job description.
Main Responsibilities
The main duties of the role are:
- Take overall responsibility for managing and coordinating health and safety across the Collegiate and oversee the development of emergency planning and crisis management policy and procedure.
- Arrange regular meetings with the Chief Executive Officer, Business Manager and Head of Regulation, as necessary, to discuss health, safety and environment issues, accident prevention and training requirements. Records will be maintained to ensure that any follow-up action has been conducted as agreed. Attend, and represent the Collegiate at, the area Health and Safety Independent Schools Forum.
- Line-manage the Health, Safety and Environment Co-ordinator.
- Drive continuous improvement and lead in the creation and management of health and safety monitoring systems and policies.
- To be responsible for the Health and Safety budget.
- Prepare and review the Collegiate Health and Safety Policy, and related policies, including the organisation and arrangements for implementation of the policies.
- Establish a program of audits, inspections, spot checks and surveys, maintaining an up to date schedule of all monitoring activities, this includes specialist risk assessments for staff.
- Ensure that the Collegiate meet statutory and ISI Health and Safety compliance, maintaining a complete and up to date record of compliance.
- Provide guidance and direction to Collegiate Leadership and Management to ensure continued compliance and improvement of HS&E standards.
- Advise the Head of HR in matters relating to completing person-specific risk assessments for staff (Pregnancy/nursing mothers, Return to Work), ensuring reasonable adjustments for temporary or permanent disability.
- Ensure that the Collegiate is legally compliant with all health and safety legislation, keeping up to date with new legislation.
- Ensure all employees receive induction training and regular updates to manage, monitor and improve the health and safety standards across the Collegiate.
- Monitor health and safety risks and hazards and conduct safety inspections across the campus, including boarding accommodation. Ensure that all risk assessments are up to date and regularly reviewed. Conduct DSEQ and workstation assessments. Conduct a termly audit of teaching areas and provide a written summary for the Head of Regulation.
- Check and sign off the risk assessments for all onsite events on the Evolve platform, including school, boarding, marketing and commercial events and activities.
- Advise employees on how to minimise or avoid risks and hazards in the workplace and within the context of school activity, both in curriculum time and outside of the school day/term time.
- Oversee COSHH assessments, across the Collegiate, ensuring compliance with regulations and due diligence.
- Oversee the management of radiation on site by consulting with RPS and RPA on a regular basis to ensure records are kept up to date in line with HSE guidance.
- Ensure maintenance and updating of records of hazardous materials and floor plans required in the event of fire, liaising with the Collegiate Fire Officers.
- Liaise with staff involved in extra-curricular activities, including boarding, to ensure adherence to health and safety guidance and regulation. Ensure that records are kept in accordance with regulations.
- Consult with all staff managing emergency procedures (such as fire alarm drills) as well as weekly and monthly fire safety checks. Ensure that records are kept in accordance with regulations.
- Support the Estates and Project Manager in ensuring that various annual checks are conducted and recorded: fire alarms; PAT Testing; water testing; radiation checks; radon checks; Design Technology equipment/machinery; PE equipment etc. This would include ensuring maintenance and review of asbestos management documentation and handover compliance checks for new builds.
- Take responsibility for recording reporting of accidents within the context of the schools and across the site. Monitor non-conformances, accident and near miss investigation and reporting. Oversee accident frequency, record, and identify trends and causes for concern and identify improvements needed.
- Instigate investigations of accidents and incidents, where necessary, consulting with the Financial Director re: insurance claims. Notify the Health and Safety Executive of dangerous occurrences, major injury accidents etc., in accordance with RIDDOR and Collegiate procedures.
- Organise and Chair the Health and Safety Committee meetings with staff representing aspects of responsibility across the Collegiate. Ensure that accurate minutes are recorded and disseminated to the relevant people.
- Produce a written annual report for submission to the Collegiate Board and provide further updates, as required.
- Accompany HSE inspectors on site visits, record what the inspector has to say in order that the management team can be briefed, and act on any recommendations. In the case of an Inspector issuing a Notice (Prohibition or Improvement), complying with any requirements of the notice immediately.

- Be aware of and comply with policies and procedures relating to child protection, health, safety and security, confidentiality, and data protection, reporting all concerns to the appropriate person.
- Uphold the safeguarding of children standards and policy applicable across the organisation. Ensure compliance with processes and procedures to safeguard staff within the Collegiate.
- Contribute to the overall ethos/work/aims of the Collegiate.
- Attend and participate in regular meetings, INSET, and directed time.
- Participate in training and other learning activities, as required.
- Always promote the Collegiate positively.
