This role will be employed within Surrey Heartlands Local Maternity and Neonatal system (LMNS) and will be key to developing a workforce that is future proofed and supports delivery of the national 3-year maternity plan, retention, and career growth system wide.

Matrix working aligned to developing and developing and sustaining relationships both within NHS Surrey Heartlands and system wide are key components of the role.

This post is an integral element of the Local Maternity and Neonatal system. As such, the portfolio, objectives, and key relationships are closely aligned to the Strategic Lead Midwife and LMNS Programme Manager. The post also aligns closely with the ICB Head of Nursing and Midwifery workforce.

The post holder will work as part of a wider team and also have an independent lens into Trusts’ progress with compliance with the Continuity of Carer pathway, safe staffing within all maternity and neonatal disciplines. They will maintain an unbiased position of a confident challenger and supportive enabler in seeking assurance on workforce levels. The post holder will be expected to work in a collaborative and engaging manner, ensuring the Trust’s and LMNS receive reports on current workforce activities and future milestones and deadlines to be reached.

  • Collaborate with key stakeholders to develop a five-year workforce strategy and implementation plan for maternity and neonatal services, which identifies system-wide solutions and efficiencies and supports the system to deliver the national three-year maternity plan.
  • Lead, innovate and shape the implementation of a five-year workforce strategy which sustains development and retention of the workforce within Surrey Heartlands.
  • The role will identify current staffing levels within midwifery, neonatal and obstetric workforce, and other allied health professionals within maternity services, including community services.
  • Work collaboratively and innovatively with all stakeholders to improve workforce recruitment, retention and succession planning, including professional development.
  • Review and support the redesign of workforce structures including leadership, to build a sustainable and structured workforce model.
  • Identify and map all roles and grades / banding of maternity and neonatal workforce.
  • Develop strong relationships across the system and with regional and national colleagues.
  • Support and enable prioritised roll-out of continuity of carer to the most deprived neighbourhoods and women of Black, Asian and mixed ethnicity, including targeted outreach or units with most critical staffing levels.
  • Facilitate engagement with staff and service users in the development of implementation plans including the LMNS MVP Lead.

The post holder will collaborate with maternity staff responsible for workforce and education within the Surrey Heartlands Maternity and Neonatal System (LMNS) and a wide range of stakeholders, to plan, monitor and evaluate the workforce strategy and support the Trusts with implementation of safe staffing levels and the building blocks to implement the three-year maternity plan, including Maternity Continuity of Carer.
