Serco have an exciting opportunity for a Head of Operations (Estates) to join the team at the Defence Academy based in Shrivenham.
Serco is contracted to provide Total Facilities Management to the Defence Academy of the UK (DA). This prestigious establishment is responsible for post-graduate education and much of the command, staff, leadership, Defence management, acquisition, and technology training for members of the UK Armed Forces and MOD Civil Servants. Serco supports the DA as the MOD's primary link with UK universities and international military educational institutions.
Working within the Serco Estates Team, the Head of Operations (Estates) will be accountable for the delivery of all projects, asset replacement, maintenance: servicing, remedial and reactive works across the Defence Academy Estate.

Main accountabilities:

Full line management duties and responsibilities, including all HR-related requirements, absence management, performance reviews, mentoring and training as required of the estate’s operations team.

  • Work productively with other Serco personnel, ensuring that their productivity and attitude is not adversely affected by your actions and/or behaviour.
  • Operating and integrating across the estates management team and engaging directly with DA stakeholders.
  • Ensure all confidential information remains within the company and is not relayed in either verbal or written form to persons or organisations outside the company in accordance with Company Policy.
  • Adhere and apply efficiently to all company processes, protocols and procedures.
  • To subject all areas of responsibility to continuous review with the objective of identifying and implementing improvement and cost saving measures.
  • To support business and customer objectives of delivering value for money in all circumstances.
  • Chair internal/external meetings as necessary.
  • Adhering to company requirements to meet DACI, JSCSC contract estates KPIs & Top Desk as set by Serco and the customer.
  • Reporting in to the Head of Estates on all aspects of the effective delivery of maintenance (PPM), compliance, remedial and reactive works across the Defence Academy Estate (DACI & JSCSC).
  • Management/oversee CCO (Contractor Control Office) operation and staff.
  • Oversee soft FM services with Estates (grounds maintenance & pest controls as example).
  • Procurement/Contract management of sub-contractors through assistance of Serco Hook procurement team.
  • Monthly contract reporting and activity action management against the SPAAR & SID.
  • H&S auditing of sub-contractors.
  • Manage day to day operational issues within the M&E maintenance department (In-house team and Out-sourced contractors), ensuring timely delivery of the full range of services to the estate corresponding to the contractual obligations and corporate policy and governance. Guarantee that the maintenance contract is compliant with all relevant legislative governance and aims to exceed all current Health, Safety and Environmental legislation and best practice.
  • Manage and empower direct labour to include but not limited to, first line disciplinary procedures, personal development plans, training and sickness management.
  • Responsible for attaining and maintaining strict deadlines, KPI’s and SLA’s aiming to exceed expectations.
  • Strong knowledge of Planned Preventative Maintenance (PPM) and Computer Aided Facilities Management (CAFM) systems. Being able to use this knowledge to analyse data and highlight trends to implement new strategies to affect a more efficient service.

  • Line management experience with a high level of motivation, energy, drive and enthusiasm.
  • Excellent planning and organisational ability with an analytical, financial and numerate approach to problems.
  • Highly evolved time management skills in order to meet demanding programmes of work.
  • Highly literate and experienced with IT and database software, demonstrating ability in MS Office - including Email, Outlook, Word, Excel - and planning software.
  • Proven ability to effectively communicate at all levels of management and project teams (oral and written).
  • Expert at interacting with clients and stakeholders at all levels.
  • High level of interpersonal and people management skills and attributes.
  • A team player, outgoing, flexible, enthusiastic and ambitious
  • Excellent organisational and time management skills.
  • Chartered status (or working towards) with a degree, or equivalent, in a facilities management discipline.
  • Demonstrable senior managerial experience in a relevant FM operational environment with management experience of maintenance, landscapes, asset management, budget control, facilities management, resource management, project management, contract management and churn.
  • Experience in a relevant technical field with a broad, in depth, practical and managerial experience of maintenance management, construction techniques, mechanical and electrical engineering aspects and grounds maintenance management.
  • Experience of all aspects of change management techniques and comfortable with the uncertainty that change engenders.
  • A strong understanding of operations management for buildings under PFI/PPP contracts, including both hard and soft FM.
  • Excellent knowledge of H&S and Environmental management issues and processes, including CDM Regulations.
  • Highly effective negotiation skills and decision-making ability in a changing environment
  • Ability to manage multiple complex tasks and projects to tight deadlines and cost.
