Main purpose of the post:

· To Lead on the Strategic direction of Premises across the trust including the implementation of a Trust wide Estates strategy, the management of all aspects of the Trust estate including maintenance, care, security health and safety and facilities management in line with statutory and regulatory requirements, and the management of refurbishment, expansion and other building projects across the Trust from bidding to implementation.

Key Duties & Responsibilities:

· With support from the COO develop and implement the estates strategy and management plan for the Trust.

· Oversee the wider estates team, ensuring that the academy site teams are supported resulting in effective site management.

· Supporting the COO with the development of bids for capital funding opportunities.

· In partnership with the wider estates team, develop 5-year site development plans for each academy reflecting maintenance, condition and development requirements.

· Ensuring an effective and compliant estate across all Trust sites which is in line with the Department for Education’s Good Estate Management Guidance.

· Manage capital budgets in line with financial procedures.

· In partnership with the COO manage capital and large projects in line with financial and construction regulations.

· To author and maintain Trust wide policies for Health and safety and Business Continuity across the Trust and monitor the compliance of all related procures at academy site level.

· Actively represent estates for the Trust, through attendance at meetings as required.

· Ensure there are systems and arrangements in place for each academy to deploy site staff efficiently to deliver a timely and proactive service that ensures all sites are accessible during adverse weather, liaising with key personnel on site.

· Oversight of consistent Trust wide systems and processes to ensure the security arrangements for buildings, facilities and grounds are undertaken to a high standard.

· Oversight of the operation of all premises-related mechanical, electrical, heating and water systems and other plant e.g. water boilers etc.

· Effective liaison on academy sites with contractors involved in major projects and ensuring that procedures are effective at academy level in terms of academy staff and contractor relationships.

· Develop and ensure the implementation and maintenance of easily accessible and auditable estates management software, records for asset management and maintenance, records of inspection, maintenance requests, complaints, costs and repairs.

· Work collaboratively with the Director of Astley Sports Village who will organise the management of commercial lettings, in relation to maximising revenue for the Trust and staffing/security arrangements regarding lettings and events on site.

· Lead on the estates and facilities due diligence and on-boarding of any new schools joining the Trust as part of the transition process.

· Establish an integrated supply chain of competent professionals and contractors to support the Trust in the delivery of an excellent estates function.

· Oversee the selection, evaluation and monitoring of external contractors ensuring best value in line with agreed standards.

· Coordination of the creation and management of building maintenance programmes ensuring the required number of quotes, professional liaison with contractors / external agencies, and overseeing projects to completion.

· To undertake regular reviews of H&S compliance, associated policies and procedures and proactively identify and resolve related H&S issues with key personnel.

· To be the Trust lead for Health and Safety, and asbestos and legionella control.

· To oversee the role of the H&S Competent Person at each site for the Trust.

· To liaise with Human Resources to maintain a master register of all H&S related training and certificates to ensure that appropriate personnel are in place at each site across the Trust.

· key contact for any external H&S site Inspection. Ensure appropriate records are maintained in compliance with legal requirements and that a central log of risk assessment and accident management for estates is in place.

· Ensure that H&S compliance and relevant due diligence systems are in place and used for any off site educational visits.

· Support where required, with accident and near-miss investigations whilst referring to the Accident, Incident and near miss procedures and notify the COO.

· Responsible for ensuring that all Trust sites have a safe learning environment to enable all stakeholders to flourish and succeed.

· To lead on compliance and cyclical maintenance contracts to deliver Value for Money through Trust wide and single contracts and monitoring to ensure that compliance checks are undertaken to the correct frequency and standard.

· To ensure a regular programme of internal review is undertaken to provide assurance that compliance with legislation is demonstrated, via monthly reports.

· Work with the wider estates team to ensure that any premises related H&S training is regularly completed by all staff and records held to confirm. Assist with delivery of training where requested and considered appropriate.

· Development of systems to support the management of statutory compliance through testing, inspection, examination and remedial work.

· Develop portfolios of standardised risk assessments, safe working procedures, and COSHH assessments and communicate to site staff as appropriate.

· To ensure that all fire assessments have been completed and are up to date at each Trust site, including arrangements for PEEPs for staff and students.

· Oversight of medical support plans for students and staff.

1. Operational/Strategic Planning

1.1 Contribute to setting standards in the Trust Department’s annual self-assessment report and action plan in line with the Trust’s planning and quality assurance procedures.

1.2 To be the point of contact for professional guidance and advice to the estate teams regarding estates and facilities issues, health and safety and compliance as required in conjunction with Trust and Academy leadership.

1.3 Provide guidance and support to the wider estates team on recruitment, training of new employees, performance management and the development of training plans to ensure benefits can be obtained across the Trust

1.4 To utilise the skills within the premises teams across the Trust and to upskill estate personnel to ensure greater efficiency across the Trust

2. Curriculum Provision and Development

2.1 To work with Centre Principals / Heads of School across the Trust to review effectiveness of the spaces to ensure a high-quality provision of teaching and learning.

2.2 Advise Academy staff on developments in the Trust’s Estates strategy

3. Staffing

3.1 Work collaboratively as part of a team to share good practice.

3.2 Participate in continual professional development and coaching and mentoring to enhance subject knowledge and share and transfer good practice.

3.3 To provide direction to the operations managers, estates managers to ensure that the Estates Departments run efficiently and effectively, and that daily, routine and ad hoc tasks are carried out.

3.4 To identify staff training and development needs and to oversee the training of all new estates staff and participate, where necessary, in giving basic health and safety instruction.

4. Students

Safeguarding

4.1 Commit to safeguarding and protecting the welfare of children and young people by ensuring effective implementation of the safeguarding policy and procedures.

4.2 To be responsible for the CCTV systems security of the buildings and estate within the trust

4.3 To control the issues of keys to authorized persons only, to prevent trespass and unauthorized entry to the Trusts sites.

Discipline

4.4 Take responsibility for promoting good standards of behaviour and conduct in students by implementing and reporting breaches of the Student Conduct and Discipline policy / Behaviour policy.

5. Quality Assurance

5.1 Contribute to the Trust Self Assessment Report and Quality Improvement Plan.

5.2 Participate in the Trust’s Performance Management Review system and have an annual review meeting with your line manager.

5.3 Keep a professional development file to record personal training and development.

6. Equality and Diversity

7. Management Information and Administration

7.1 To have oversight of the fire alarm systems, emergency lighting systems, burglar alarm systems, firefighting equipment, CCTV systems and any other estates equipment or systems that the trust might purchase and ensure that these are maintained and serviced according to schedules and statutory requirements.

7.2 To keep and maintain estates records and files and ensure that repairs and maintenance are completed in a timely manner.

7.3 To keep up to date with current health and safety legislation.

7.4 To ensure safe working practices are adhered to.

7.5 To have oversight of routine testing of Trust equipment, such as boilers, portable appliances and fume cupboards.

7.6 To ensure that all estates contractual services are properly carried out by undertaking regular checks on areas where maintenance and services have been/are being carried out.

7.7 To carry out both internal and external inspections of buildings trust wide.

8. Communications

8.1 Attend Trust events, briefings and meetings as part of the Trust’s meeting schedule.

8.2 Use the Trust’s systems, policies and procedures to communicate issues as necessary.

8.3 Attend, when required, Trust meetings, such as the Health, Safety & Welfare Committee, and represent the Trust at off-site meetings.

8.4 Liaise with contractors and to give instructions and supervision to visiting contractors.

9. Management of Resources

9.1 Act as budget holder to various estates budgets.

10. Other

10.1 Contribute to the Trust mission and ethos and support the aims and objectives of the Trust.

10.2 Follow and comply with the Trust’s policies and procedures as outlined in the Staff Handbook and Health & Safety Manual.

10.3 Undertake any other duties of an equal nature as assigned by the COO or her designated alternate.
