These are exciting and challenging times in the provision of world class Government Finance Centre of Expertise (CoE) services to all RR sectors and covers principally activity with United Kingdom Government (UKG), United States Government (USG), and the European Commission (EC) as well as other Governments around the world.
An exciting opportunity has arisen to join our Government Compliance Team, whose goal is to ensure that Rolls-Royce plc optimises cost recovery and profit on Government business, within the laid down conventions and regulations. The Compliance team brings together the Single Source Contract Regulations (SSCR) Team and the Government Finance (GF) Team to provide specialist financial advice to the business units, to enable compliance, and the pricing of Government contracts in line with the relevant legal and statutory regulations.
The Government Finance Business Analyst reports to the Bristol Government Finance Business Partner, but also supports wider Defence. the role will be specifically centred around understanding and justifying costs incurred in the Defence Aerospace and Services segments. The role will involve occasional travel to visit MOD and other sites such as Derby.

What you will be doing:
You will be responsible for preparation of information for the production of the UK Pricing & Service units, claims for estimated (1 to 5 years)/actual cost rates, additives, and cost of production/capital employed ratios (for application of profit). This will involve working with the Projects/Programmes, Commercial, Operations, Purchasing, Government Accounting in support of HMG and USG pricing.
- Work collaboratively with the Government Finance Business Partners supporting Defence Aerospace, Submarines, Technical leads, SSCR Business Partners, and the US Government Finance team. Support annual audits with the MoD and US DoD of the Actual and Estimated Cost Rates and Additives.
- Prepare statistical returns required in respect of Government business, principally that required by the Single Source Regulations Office (SSRO) and Defence Single Source Advisory Group (DSAG). Eg. Strategic Industry Capacity Report (SICR), Business Unit Estimated Cost Analysis Reports (BUECAR), Business Unit Actual Cost Analysis Reports (BUACAR), IFRS8, etc).
- Undertake ad hoc exercises as determined by the Head of Government Compliance or the Government Finance Business Partners. Support preparation of statutory UK Cost Allocation Questionnaire (QMACs) and elements of the Supplementary QMACs.
- Maintain a positive working relationship with HMG and USG personnel at all times when interfacing with the customer. Support preparation of statutory UK Cost Allocation Questionnaire (QMACs) and elements of the Supplementary QMACs.
- To ensure the integrity of any data submitted to MoD, in particular reconcile claims to the appropriate executive company planning and forecasting systems and procedures and ensure the cost base is compliant to the Regulations (eg. HMG is Appropriate, Attributable and Reasonable (AAR), USG (FAR 31.205)).
- Prepare statistical returns required in respect of Government business, principally that required by the Single Source Regulations Office (SSRO) and Defence Single Source Advisory Group (DSAG). Eg. Strategic Industry Capacity Report (SICR), Business Unit Estimated Cost Analysis Reports (BUECAR), Business Unit Actual Cost Analysis Reports (BUACAR), IFRS8, etc). Prepare cost rate, additive and MoD profit factors to the Finance and Commercial functions for forward pricing (normally 1 to 5 years), financial planning and statutory accounting purposes.
- Support the design, implementation, and maintenance of the Government Finance Hub on the company intranet.
- Contribute to continuous process improvement, including Finance Transformation as it relates to Government Pricing .

- Successful candidate must be part qualified/qualified accountant or qualified by experience in Cost and Management Accounting.
- Experienced user of the key Rolls-Royce finance systems, including SAP, Oracle HFM/VBM. Strong Excel and PowerPoint skills.
- Communicate effectively with representatives of outside bodies, such as auditors from MOD, DOD, PWC, and the Single Source Regulation Office.
- Working knowledge of RR Planning & Reporting desirable.
- Demonstrate an ability to communicate complex messages in a clear and concise manner to senior management and across the finance
- Ability to prioritise and work under minimal supervision and ability to work as an integrated team member, using initiative and original thought.
- Full training will be given in Government Finance Conventions.

To work for the Rolls-Royce Submarines Business an individual has to hold Security Check (SC) clearance without any caveats to that clearance. Rolls-Royce will support the application for Security Clearance if the individual does not currently already have this in place.
Due to the nature of work the Business conducts and the protection of certain assets a person has to be a UK national or in MoD approved cases a Dual National from a non ITAR country.
