Can you help us improve our understanding of the impact of schemes/policies on London’s transport network? Can you use spatial data and analysis tools to help deliver Mayoral priorities?
Strategic Analysis is the department within Customer & Strategy that provides robust analysis, innovative solutions and evidence to underpin our strategy, policy, and project development work. It undertakes key spatial analysis, is responsible for the development and use of TfL’s suite of strategic transport models, conducts the London Travel Demand Survey, produces the annual Travel in London report, and co‑ordinates the production of transport analysis studies for Opportunity Areas, large scale developments and major transport schemes. The team includes GIS (Geographical Information Systems) specialists, transport planners, modellers, data scientists and analysts. With around 40 people in total, Strategic Analysis prides itself on the diversity of its members, and the different perspectives they bring to our efforts. The Spatial Analysis-GIS team undertakes the analysis, mapping and visualisation of spatial data that contributes to key workstreams including road user charging, active travel, air quality and the allocation of funding to borough schemes. We work alongside colleagues from across Customer & Strategy and other teams in TfL as well as borough officers, external consultancies and academic institutions.
Overview of role
This is an exciting opportunity to be part of a team that leads on using proprietary GIS and analytical tools (alongside customised data applications) to undertake spatial analysis and produce innovative visualisations evaluating the effectiveness and impacts of multi-modal strategic transport interventions, policies and strategies. The role entails working with a variety of internal and external stakeholders, developing good collaborative relationships to ensure the timely delivery of high-quality outputs.
Key Accountabilities
- Deliver timely, relevant, informative spatial analysis – including high quality mapping and other visualisations - relating to a range of strategic TfL projects and in support of priorities set by TfL and the Mayor of London, advising and influencing internal and external stakeholders.
- Develop innovative approaches to fulfilling the remit of the team and its workload. These are likely to include building specific tools supporting the analytical activity related to key workstreams and meeting the needs of stakeholders. It may also be possible to work alongside postgraduate students where relevant.
- Work effectively and collaboratively with internal and external stakeholders to understand and meet their needs and secure shared objectives
- Participate in the activities of the team helping shape its work focus and contributing to the development and sharing of technical skills.
Skills, Knowledge & Experience

Skills
- Significant experience of using GIS software and tools to undertake spatial analysis on a variety of projects including some that involve working with large and complex datasets.
- Good communication skills, with the ability to convey technical information to a broad range of audiences through innovative visualisations and use of everyday language.
- Ability to adapt approach to analysis and associated outputs depending on stakeholders and/or eventual audience.
Knowledge
- Degree in GIS, Geography, a related discipline (with a GIS component), an equivalent level of experience or a relevant professional qualification.
- Excellent knowledge of proprietary GIS software including ArcGIS or QGIS.
- Knowledge of data science tools such as R and PowerBI (beneficial)
- Some understanding of project management processes (beneficial)
- Awareness of key sources of spatial data and other statistics in London, preferably including those relating to transport (beneficial)
- Awareness of current transport policies and issues within London including influences on travel behaviour and the health and environmental challenges that these potentially involve (beneficial)
Experience
- Experience of participating in spatial analysis studies involving multiple stakeholders to inform policy, strategy and scheme development.
- Experience of undertaking work programmes to required standards and timescales.
- Experience of representing an organisation externally to stakeholders (beneficial)
- Experience of working in a public sector or similar environment that involves interaction with high level stakeholders including politicians (beneficial)
