Duties
Incumbent is responsible for the overall operation and maintenance of a full service entertainment complex which supports the entire base community and eligible MWR Patrons. Duties include the planning, organization, administration and execution of a diversified food and entertainment program which includes 28 bowling lanes, 175 seat movie theater (Navy Motion Picture Service) a billiard operation, amusement machine areas, sports club, bars, quick service restaurant, including group functions/parties, catering, delivery service on base and contracted food and beverage operations.
35% 1. Incumbent is responsible for the overall management oversight of a comprehensive bowling, movie, food & beverage, and entertainment program including coordination of all services being provided and schedule of events and activities with the 65,000 sq. foot facility and delivery operations supported through any food and beverage facilities within the department. Incumbent is responsible for all funds generated including collection, safeguard and deposits as directed by pertinent policies and procedures.
Responsible for facility and equipment maintenance; inventory control; initiating/approving purchase requests. Directly supervises through subordinates, more than 70 full-time/part-time employees including an NF 04 Catering Program Manager.
25% 2. Incumbent also reviews correspondence, reports, and oversight of audits/inspections and provides technical assistance, as necessary. Requires periodic review of all local food and beverage operations and CNIC branding guidance for food operations.
Directly and through the subordinates provides hands-on leadership, training certifications and general skill development to all food and beverage facility staff. Ensuring that the operation is providing nutritious, affordable and responsive food & beverage offering and serving alcoholic beverages responsibly. Works with supervisor and MWR Marketing Manager assisting in developing strategic marketing plan collaborating with CNIC Brand and promotions, proactively engaging customers, to increase overall program use.
25% 3. Continuously evaluates the effectiveness of the ongoing programs and activities from
the viewpoint of participant response resources, unforeseen developments, and program objectives. Adapts and varies facility activities in light of findings and redirects as needs change. Interviews, selects and trains personnel (directly or via subordinate managers) and provides them with required orientation, training and management. Develops program plans and annual budget requirements with supporting data for inclusion in overall department program plan. Consistently analyzes, modifies, adapts, expands or otherwise changes plan and procedures for programs as development requires.
15% 4. Acts as building and facility manager for the Epicenter (Bldg. 525), and other MWR offsite food/bar operations responsible for insuring proper and timely maintenance and repair of facilities using ESAs and Maintenance Work Requests. Ensures that the facilities are safe in accordance with Navy Safety Standards and that energy conservation is accomplished and practiced at all times. Incumbent is responsible for closely monitoring the material condition of the buildings, placing Emergency Service Authorization (ESA) to the proper contact for all material discrepancies noted and acting as the point of contact for Public Works Center repair personnel working in or on the building. Is responsible for the appearance and upkeep of the grounds immediately adjacent to the buildings. Responsible for instructing personnel authorized to work after normal working hours in the proper procedures for securing the buildings upon departure.

A qualified candidate possess the following:
Professional knowledge gained through relevant experience which enables the employee to competently and independently carry out management oversight of various operations. Knowledge of bar and restaurant & entertainment industry.
Knowledge in the range of activities and service of participant needs and interest, and of the methods involved in a typical bowling center/movie theater and restaurant operations.
Skill in the application and utilization of such knowledge in planning and carrying out various programs which meets the needs of the Great lakes community. Knowledge of Morale, Welfare and Recreation policies, CNIC Program Standards, Catering Standards, Navy Motion Picture Service guidance and USBC bowling regulations is required.
Skill in effectively managing financial and physical resources available.
