You can develop and grow your skills in this brand-new post, working at the heart of the Royal Navy’s Submarine Service. His Majesty's Naval Base Clyde (HMNB Clyde) is home to the United Kingdom's Strategic Nuclear Deterrent, Astute Class Submarines, Sandown Class Mine Hunter Vessels and 43 Commando Royal Marines. It is an operational support and maintenance Naval Base within Navy Command and comprises both Faslane and Coulport Sites.
HMNB Clyde's primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.
HMNB Clyde is the single operational home of the Submarine Service and the United Kingdom's Submarine Centre of Excellence. This role offers the opportunity to contribute to the Royal Navy's operational commitments across all Defence Lines of Development from Scotland on enduring basis. Based with HMNB Clyde, Fleet Operational Sea Training Submarines (FOST SM) is charged with the management and delivery of submarine training.
The post is a Civilian Higher Executive Officer grade, and the position is advertised at 37 hours per week.
Job description
The post holder will have the exciting opportunity to join the FOST SM team to steer the Future Training Programme of the Submarine service through the development of the Future Submarine School and beyond.
As the Royal Navy embarks on a journey of unprecedented transformation, the role of the Training Manager (Future) will sit directly in FOST (SM) Headquarters as the focal point within the organisation for a range of comprehensive change programmes and initiatives which will improve the way that we train our people and enhance how we deliver operational effectiveness to the front line.
Responsible to FOST Capt (SM), via HOD, for the delivery of FOST (SM) Future Training Strategy, the Training Manager (Future) will lead the Training Line of Development for future projects, including, but not limited to, Submarine Training Capability, Dreadnought Class, Navy Transformation and Project Selborne.
As principal staff adviser on the implementation of future training capability, the TMF role is integral to facilitating effective communication and coherency between FOST (SM) departments and external change initiatives and organisations. Operating in a period of significant modernisation, TMF must recognise the inter dependencies and potential impact presented by a range of change initiatives, optimally identifying risks, issues, mitigations and efficiencies and communicating these with relevant partners to enable informed decision-making processes and ensure that change is effectively implemented to maximise FOST (SM) outputs.
Although this position does not hold Line Management responsibilities, you will be encouraged to have functional management responsibilities for the outputs of a wider team consisting of Service Personnel, Civil Servants and Contractors.
A strong team player, the successful applicant will require excellent communication and social skills, expertly working with a wide range of people, each with different and completing interests. They must approach tasks flexibly and find creative and imaginative solutions to problems. An ability to optimally prioritise and handle their workload is a must.
Person specification
The role is responsible for the provision of services including:
1.*Collaborate closely with various external and internal partners and all relevant Future SM project teams to deliver a coherent programme of changes to FOST (SM).
2.*Act as secretary to the FOST (SM) Change Working Group (FCWG), co-ordinating internal FOST (SM) change and support to external projects.
3.*Act as FOST Captain (SM)’s representative at various partner meetings.
4.*Advise and inform on the compilation of long-term strategy and analysis of FOST (SM) Statement Trained Requirements (SOTR) collaborating closely with all partners as necessary.
5.*Engage with Project Selborne, Navy Transformation and equivalent teams to identify and quantify future Training Support requirements for FOST (SM) and wider training estate.
6*Work with others to highlight identification of issues and risk management and seek mitigations
