Job summary
Acas is at an exciting time due to an Operating Model transformation and this role is newly created. This position sits at the heart of the Finance and Governance directorate and is a key member to Acas’ Senior Leadership Team.
Acas is looking for a fully qualified Accountant, who will be able to manage, control and oversee the organisations finances and preparation of accounts. You will provide financial business partnering to Acas supplying financial data and advice that supports decision making. You will identify investment opportunities to help Acas meet their organisational strategic aims. A key aspect of this role will be responsible for managing relationships and ensuring fiscal responsibility across the various departments, managing the analysis of financial information and reporting both internally and externally as necessary. This position will also manage and oversee the Procurement team and manage Acas’ Estates function provided by the Government Property Agency (GPA).

Job description
- Accounts Production – oversee the production of the Acas annual report and accounts.
- Financial Advice to Accounting Officer - provide financial advice and guidance to the Accounting Officer (CEO) regarding propriety of expenditure, including advice regarding the Treasury’s Managing Public Money.
- Management Accounting - financial planning, budgeting and reporting across the organisation.
- Calculating, planning and managing organisational funds – establishing the funds the organisation needs to deliver its strategic ambitions, securing the funding from the Department for Business, Energy & Industrial Strategy and ensuring optimum and efficient use of funds.
- Financial Control - control, analysis and reporting of the organisational finances in the short, medium and the long-term completing periodic forecasts as required.
- Payroll Management - oversight of the organisational payroll systems and processes.
- Reward Policy - oversight of the implementation of reward policies and practices to support the organisation’s objectives, and contribute to delivering a motivated and effective workforce, ensuring reward is managed in a fair and consistent way.
- Finance Business Partnering - partnering with business functions to translate the financial data and impact the day-to-day decisions, and annual financial planning, providing 'real time' support and analysis, acting as a trusted adviser and to add value that will assist in decision making.
- Investment Identification & Control - identifying and overseeing the financial control of opportunities that will support the organisations strategic aims.
- Investment Benefits Estimation - understanding, documenting and agreeing the expected benefits that will result from investment decisions.
- Investment Risk Assessment - Identifying the organisations appetite for risk and providing advice and guidance on the impacts to allow for informed decision making.
- Establish and maintain financial policies and procedures for the organisation.
- Procurement - Oversight of significant tenders in collaboration with the service requester to ensure the service meets the specified needs, ensuring that the selection process is followed in a documented and transparent way.
- Contract Management - Ensure that we have the right contracts in place for all suppliers to the organisation and that these are maintained and up to date, with effective service level agreements in place.
- GPA Partnership - manage the Government Property Agency (GPA) to ensure adherence to Acas’s Estates Strategy.

Essential:
- Experienced in leading a high-performing function to deliver a quality service.

- Experienced in managing conflicting priorities, ensuring agreed outcomes and outputs are delivered.

- Clear communication, influencing and negotiation skills.
- Analytical and problem-solving skills with the ability to present information clearly to senior audiences, to assess a business area’s financial situation and the implications.
- Advise on strategies, and to provide insight to enhance decision making and focus on critical issues.
- Experience of establishing the most efficient ways of working, harmonising and standardising processes across entities and optimise resource levels to deliver the service going forward.
- Able to explain complex financial matters in a clear and accessible way to those less technically experienced.
- Previous Finance Business Partnering experience with senior stakeholders.

Interview Details
If you have successfully passed sift, you will be invited to an interview via MS Teams which is likely to take place 3rd and 6th March 2023. The interview will be a Behaviours and Experience interview and will also include a presentation.
