Job description

Duties

  • Formulates goals, plans, policies, procedures, and work plans supporting the development and execution of assigned program.
  • Performs continuing high-level analyses of the effectiveness, efficiency, cost effectiveness, schedule adherence, and other key parameters of the program's progress and success.
  • Accountable for planning, organizing, and overseeing the completion of all program and project management activities related to assigned programs including the development and coordination of an agency-wide prioritization strategy for all inputs resulting in financial controls and program progress.
  • Develops and evaluates mission/activity programs and provides services to management officials which result in effective planning, organizing, directing, coordinating, and controlling of program operations.
  • Manages a grant portfolio within assigned program area(s) of varying complexity, scope, and impact, and conducts the day-to-day fiscal management for the grants within his/her grant portfolio.
  • Engages in on-going communication with grantees in order to establish a good communication protocol.
  • Works collaboratively with administrative, program, and performance offices that play a role in the administration of ETA grants.
  • Prepares and delivers presentations to various internal and external audiences (e.g., internal: ETA leadership and colleagues; external: grantee community and other workforce system stakeholders) on financial and administrative matters
  • Provides accounting advice to grantees and ETA staff.
  • Provides on-site and remote technical assistance to grantees in planning, operation, and management of their financial systems. Provides guidance and assistance in the development and implementation of these systems to ensure that Federal funds are safeguarded to the maximum extent.
  • Provides financial management training on the rules and requirements governing the various workforce development programs administered by ETA.
  • Provides technical advice on accounting issues and/or operations problems.
  • Identifies grantees' individual and collective training and technical assistance needs.
  • Provides on-site and remote technical assistance to grantees in planning, operation, and management of their financial systems.
  • Interprets Federal requirements and procedures to grantees to assist them to comply with Federal requirements.
  • Prepares formal reports which present sound analytical findings and point out instances of good management practices, discuss problem areas where a need for improvement is indicated and recommend actions to be taken to achieve increased effectiveness, efficiency, and economy of functions.
  • Identifies potential problem areas based on analytical results and reports.
  • Recommends revisions, modifications, reprogramming/amendments, or other remedial actions to correct problems and deficiencies.
  • Monitors internal controls to identify problem areas, improve operating program effectiveness and maintain the integrity of financial information.
  • Identifies internal control weaknesses and recommends corrective actions in the impacted procedures, processes, and systems.
  • Reviews a variety of financial reports, analyzes and validates financial data, and resolves accounting discrepancies in reported data.
  • Coordinates with stakeholders to ensure appropriate interests are represented and keeps the supervisor and program areas informed of all problem areas.
  • Represents organization in conferences and meetings with customers, managers, and other officials for the purpose of obtaining and exchanging information regarding new/revised finance and accounting requirements as it relates to grants servicing and management.
  • Exercises positive interpersonal relationships with grantees and stakeholders through the use of tact and diplomacy to resolve issues or conflicts between groups with different objectives and needs.
  • Acts as a point of contact (liaison) between the Government and ETA grantees.
  • Briefs customers/directors and/or program managers on new and revised accounting requirements and their impact. Develops background material and briefing packages.
  • Engages in on-going communication with grantees in order to establish a good communication protocol.
    Communicates Federal and grant award requirements to grantees to ensure understanding of grant requirements.
  • Develops procedural manuals, methods, and directives.
  • Prepares and delivers presentations to various internal and external audiences (e.g., internal: ETA leadership and colleagues; external: grantee community and other workforce system stakeholders) on financial and administrative matters.

Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-12 includes experience in ALL of the below:

  • Experience utilizing the basic concepts of financial principles, organizational theory, and techniques of analysis and evaluation to conduct reviews or studies of assigned operating programs;
  • Experience utilizing the knowledge of organizational or program practices, policies, functions, and programs to advise managers on changing program operations; and
  • Experience conducting research and analyzing financial data, extracting pertinent information, and synthesizing results in a clear, readily usable form.
