Salary Scale: £35,198.80 to £37,128.00

Hours: Permanent, Full-time 35 hours per week

This is a senior management role within our organisation and would be ideal for an individual who can demonstrate extensive knowledge in bookkeeping, finance, and payroll.

We are a registered charity and company limited by guarantee, and a user-led organisation. We provide payroll, employment support, and third party banking services to people living in the Scottish Borders who have access to local authority funding to enable them to have more choice, flexibility and control over the support and care they require. We are commissioned by Scottish Borders Council to audit the Direct Payment accounts of people in receipt of a budget for their care needs. We work closely the Council’s Social Work Dept and other third sector organisations.

The role of Finance Manager will involve working closely with the General Manager to ensure financial compliance, implement policies and procedures, and support with the running of the organisation. The candidate will have a positive and proactive attitude, they will be a trustworthy and reliable individual, and will be tasked with providing a high level of service to our organisation and clients. We are a small third sector organisation, and the candidate will be overseeing a close-knit team who dedicate themselves to providing a supportive and personal service to our clients.

Overall Purpose

  • Responsible for all financial matters relating to the effective running of Encompass and the services it provides.
  • To monitor the running costs of the organisation whilst reporting to the General Manager, and also the Treasurer, to ensure that all financial controls and procedures are in place, and to identify improvements that can be made to existing systems of work throughout the organisation.
  • Responsible for the maintenance of accurate financial records, the integrity of the accounting and payroll systems, and compliance with regulatory requirements.
  • In conjunction with the independent bookkeeper, to prepare and collate Financial Reports (including VAT returns) for discussion with the Treasurer and presentation to the Board of Directors, and for submission to the Independent Examiner or other regulatory bodies e.g. Companies House, OSCR.
  • To manage, supervise, and support all finance, payroll, and client audit staff and to provide back-up, as required, in all areas.
  • Ensure the Encompass payroll and auto-enrolment systems are effective and meet with HMRC and Pension Regulator requirements.
  • Responsibility for the operation of all bank accounts and ensuring that supplier payments and client/staff salaries are made on time and in accordance with internal policy and procedures.
  • Responsibility for communicating with banks, suppliers, landlord and other third party contractors to ensure best value.
  • To manage and resolve any issues arising with client funding, and to work closely with the Care Resource Team at Scottish Borders Council in this regard.
  • Support the General Manager in overseeing Encompass’ contract with Scottish Borders Council, participate in any contract negotiations, and provide information to the Council as required.
  • To perform any other related tasks as required by the General Manager, Treasurer or Board of Directors and to report to the General Manager on a regular basis.

Person Specification

Education/Qualifications

Qualified Bookkeeper (preferred);

or evidence of relevant and extensive experience.

Skills and Knowledge

Detailed knowledge of SAGE Payroll and Accounts packages (essential);

Detailed knowledge of Microsoft Office packages (essential);

Supervisory and staff management experience (preferred);

Excellent interpersonal and organisational skills and a good communicator (essential);

Knowledge of/experience in the care/voluntary sector (preferred).

Ability to work independently and also as part of a team.
