Brief Overview
Oadby & Wigston Borough Council are currently looking to recruit a Finance Manager to come and be part of a hardworking, driven team, who have a real passion for what they do.
The ideal candidate will be highly motivated and a positive individual who is wishing to broaden their horizons and gain new experiences. You will be required to make a significant contribution to a like-minded and progressive team in what will be an exciting and innovative year for the section.
Reporting to the Head of Finance you will be responsible for leading, developing and motivating the finance team. The successful applicant will be a fully CCAB qualified accountant able to demonstrate a wide range of local government financial experience.
We are looking for someone who
- Is a strong people manager, who has the ability to lead and grow a team
- Has experience in leading on, and compiling the statutory yearend financial statement. (You may not have produced all aspects of the accounts before, but would have contributed a significant aspect towards it)
- Has a good understanding around capital and the sources of funding for a HRA and General Fund capital programme
- Has prior technical knowledge about balance sheet, reserves, provisions, bad debts, write offs, grants and CIPFA accounting rules and has been involved with dealing with External auditors.
- Knows a typical council budget setting process and how to produce a council budget including the funding elements, Council Tax, NNDR (Non- Domestic Rates), Government grants, Reserves, Other income sources.
- Has experience of budget monitoring, yearend procedures creditors, debtors, accruals etc.
- Has the ability to write committee reports relating to financial matters and be capable of presenting them to members

JOB CONTEXT:
As an integral member of the Finance Department, to assist in providing comprehensive financial and accountancy services to support the Authority corporately.
To occasionally deputise for the Head of Finance when required.
Successfully manage change within the Finance service, building and maintaining enthusiastic and committed teams.
Act as a key advisor on finance matters to the Council, its members and officers.
Promote and maintain a culture which places customers first and aims to deliver a high standard of service in accordance with the Council’s Corporate Priorities and Vision and Values.
MAIN DUTIES AND RESPONSIBILITIES:
Ensure effective management of all input to financial systems and the control, verification, and processing of all financial transactions and those financial reports meet the needs of budget holders and customers, providing information in a user friendly and appropriate manner for the purposes required.
To post holder may occasionally be required to deputise for the Head of Finance.
Compile the statutory year-end financial statements.
Ensure government returns for finance and revenues and benefits are completed accurately and returned in a timely manner.
To manage the Income Management Team, maximising the income collected by the Council from customers.
Ensure proper arrangements are in place for providing professional advice and support to internal and external customers. This includes advising the Councils’ senior management team, service managers and elected members on financial matters.
Compile the yearly revenue and capital budgets of the Council for all funds.
Assist in the provision of timely and accurate information to other Officers and Members of the Council for the purposes of budgetary control.
Promote effective resource management that delivers the Councils’ priorities within budget through the pursuit of innovative and flexible working methods.
Treasury management including the administration of leasing requirements.
Responsibility for preparing the Council’s risk strategy in liaison with the Council’s insurers and ensure the Council’s has sufficient insurance provision.
Undertake special projects as directed by Head of Finance.
RESPONSIBILITY FOR RESOURCES:
1. The post holder is responsible for the management of permanent and temporary staff.
2. The post holder will be required to ensure that any data systems under his/her control are kept secure and properly managed.
KEY FUNCTIONAL LINKS WITH:
Internal: Allemployees of the Council
External: Liaison with external auditors of the Authority regarding financial matters. Customers of the Council, other public bodies and local authorities, outside organisations in the voluntary and private sector.
WORKING CONDITIONS & ENVIRONMENT
Currently, the post is situated within the Main Council Offices at Station Road, Wigston although the Council will be moving to Brocks Hill in Oadby during 2023. The Authority operates an agile working policy which gives staff flexibility over locations and when hours are worked, as agreed with their Line Manager. Further, you may be required to work from other sites and places within the Borough where your professional attendance is required.
The post holder may be required on occasion to work outside normal working hours to attend meetings or other occasions when your professional attendance is required.
The post is designated a casual car user allowance.
The Council will pay your subscription fee to one professional organisation annually.

Qualifications and Processional or Vocational qualifications
Essential
Fully qualified CCAB accountant and member of one of the major accounting bodies
Desirable
Educated to degree level or equivalent

Relevant experience and knowledge
Essential
Detailed working and up to date knowledge of current legislation relating to Local Authority Accounting, including IFRS and CIPFA Codes of Practice.
Significant experience undertaken in a finance position within Local Government or related sector.
Compiling the statutory year end financial statement
Working knowledge of windows based software and finance systems.
Excellent report writing and presentation skills via use of PowerPoint.
Detailed knowledge of Capital accounting and Financing
Detailed knowledge of Treasury Management Code of Practice, including Prudential Code
