Chief Finance Officer, Permanent, Full time (North Yorkshire Police & North Yorkshire Fire & Rescue Service)
Salary: LS4 (£84,617 - £94,346) plus £7,500 car allowance (salary negotiable depending on experience)
Location: Headquarters, Northallerton with hybrid working arrangements
We are looking for a high performing and experienced senior finance professional who will provide strategic leadership, management, planning, and direction for the finances of North Yorkshire Police and North Yorkshire Fire & Rescue Services under the ‘enableNY’ collaboration agreement. Working in partnership with the Police, Fire and Crime Commissioner’s Chief Finance Officer, you will be responsible for continually improving our approach to finances so they are fit for the future.
The Chief Finance Officer has a key statutory role as Section 151 Officer to support the Chief Constable in delivering outstanding policing for our communities. You will have direct responsibility for the leadership and management of Finance, Procurement and Payroll services, leading a diverse team and acting as a central member of the Chief Officer Team.
As North Yorkshire Police’s statutory Section 151 Officer, your expert finance knowledge will enable you to provide high level financial advice and guidance to inform business critical decisions, whilst contributing to the corporate leadership of North Yorkshire Police to deliver our strategic vision and Plan on a Page.
Required Skills & Experience
- We require you to have a recognised accountancy qualification (CCAB, CIMA) and current membership of a professional accountancy body. You will be an experienced, professional leader with demonstrable experience of operating at this level, or an aspiring deputy or assistant CFO.
- You will have proven leadership and people management skills gained by working at a senior level in a multi-stakeholder environment, able to co-design and implement service improvements.
- You will have excellent leadership and people skills, with a clear customer focus, evidenced through service plans and business partnering approaches, and be capable of evaluating and developing collaborative approaches to service delivery where these improve value for money.
- You will be able to ensure our business plans, budgets and policies enable the delivery of corporate strategy.
- As a result, we need an individual with excellent communication and influencing skills, with the ability to provide clear, balanced advice on strategic issues that achieve corporate and service objectives whilst improving financial sustainability.
