Salary: £28,000 - £32,000 per annum depending on skills and experience

About Charles Burrell Centre
When Charles Burrell High School was vacated in 2013, local residents and councillors rallied together to save the building from demolition. Community groups and start-up businesses said they'd like to make use of the site and save the much-loved building for the community. The team welcomed a dance school, a cheerleading squad, the model railway club; a graphics company even set up shop in the old swimming pool. The roofs were caving in, walls were crumbling, a tarantula was found in one of the old classrooms. With grit, passion and community spirit, the entire building has been refurbished and turned into an inspiring community hub. In 2015, the Charles Burrell Centre Ltd was formally established. Since then, it has grown rapidly in size and impact. Now a thriving community and business centre, CBC is home to more than fifty organisations, over eighty weekly activities and a vast array of services to improve quality of life for the people of Thetford.
About The Finance Officer Role
The Finance Officer at Charles Burrell Centre leads on all aspects of finance for the organisation. Undertaking invoicing and managing expenditure, reconciling bank accounts, producing profit and loss and balance sheet reports for the Centre Manager and Board as necessary. In addition, the Finance Officer co-ordinates payroll and processes leases. The Finance Officer is supported by the Finance Assistant, employed for 18.5hrs per week.
The role is being advertised as full time (37 hours per week) but we are happy to consider a request for a part time position with a discussion to be had with the successful applicant regarding duties and responsibilities. We are also happy to consider flexi-working and an element of home working for the role, if required. CBC already operates a time off in lieu policy.
Key Objectives
- Accounts Management – Responsible for processing monthly invoices for all tenants and invoices related to sessional hire – liaising with the CBC Receptionist / Bookings Co-ordinator. Ensure accounts system is regularly updated, reconciling accounts and managing debtors as necessary. Produce profit / loss and balance sheet reports for the board as necessary.
- Payroll – Responsible for processing payroll each monthly, including all necessary HMRC submissions, pensions administration (Nest), drafting contracts for sessional staff and dealing with any payroll queries. Collect, process and store any paperwork related to employment law, including right to work checks.
- Leases – Co-ordinate tenant lease enquiries and renewals - ensuring leases are in place and in date for all tenants. Collect and store signed copies of lease agreements, dealing with new tenant enquiries as necessary and renewals, linked to invoicing system. Manage deposits and obtain and store completed statutory declarations.
- Company Credit Cards – Manage the programme on behalf of the organisation and support the Finance Assistant with reconciling statements.
- Audit – Liaise with the organisation’s auditors to complete the necessary audit and returns to regulatory bodies including the Financial Conduct Authority on behalf of Charles Burrell Centre and Companies House on behalf of the Engine Room.
- Procurement and Contract Management – Responsible for all procurement and contract management, ensuring high standards are adhered to and value for money is obtained.
