The Presidio Trust is seeking a Utility Locator who will be responsible for identifying and locating Utility System Assets belonging to Presidio Trust, so that they can be protected and avoided during construction and related ground disturbance activities within the Presidio boundaries. Once an Army Base, the Presidio of San Francisco is now a new kind of national park. The 1,500-acre Presidio is richly layered in history, is a natural oasis for wildlife, plants, and people, and offers iconic views known around the world. In its third decade as a park, public awareness and enjoyment of this exceptional place continues to grow.
This is a full-time position with benefits and a starting at $35.36 per hour. This position is included in a bargaining unit, specifically The Laborer’s International Union of North America, Local 792, United Public Employees of California. This is an entry level position for a Utility Locator in the Presidio Parks Division. The primary function of the Utility Locator is to identify and locate Utility System Assets belonging to Presidio Trust, so that they can be protected and avoided during construction and related ground disturbance activities within the Presidio boundaries. The Utility Locator works closely with the Permitting Department to review and process Excavation Application permits so that work can proceed in a timely order.
Responsibilities
· Review and process Excavation Applications from the Permitting Dept.
· Use electronic utility mapping programs on computer to identify Presidio utility assets within excavation areas identified on Excavation Applications.
· Utilize various electronic locating tools and equipment to trace out and mark utility assets with excavation areas.
· Communicate (phone, email, text, in person, video conference) with Contractors, Project Managers and other project or department personnel regarding clarification, coordination, understanding and description of work and potential utility conflicts.
· Attend field meetings to review utility markings, location, conflicts, etc.…
· Respond to calls regarding discovered unmarked utilities encountered during excavations. Utilize various methods to identify and trace unknown utilities and determine if they are live or abandoned.
· Notify Supervisor of any backlog issues where meeting schedules may be problematic and additional resources or assistance are needed.
· Utilize radio signal utility meter reading equipment to collect electric and water meter readings once a month around Presidio. Manual readings must also be taken at a few locations on a monthly frequency.
· Store and keep track of locator marking supplies and maintain adequate inventory. Notify Supervisor of any items which are low in stock.
· Maintain (as able) electronic locating equipment and associated tools. Report any malfunctions or maintenance needs to Supervisor so they can make arrangements for repairs or replacement.
· As locating workload allows, assist Wastewater Crew with regular maintenance and repairs to both Sanitary and Storm Sewer Systems on Presidio.
· Occasionally assists other Utility Crews with various tasks when additional labor is needed. Assistance will be limited to what Locator is qualified to do.
· Attend trade and general training sessions regularly to advance skills, knowledge and understanding of utility and construction trades.
Required Qualifications
· Possess California Class B Driver’s License
· High School Diploma or equivalent GED
· Good communication skills. The position requires regular verbal and written communication and interaction with many different members both within and outside the organization including:
o Contractors
o Project Managers
o Utility Company representatives
o Coworkers
o Consultants
o Engineers
· Basic computer skills. Ability to use programs such as:
o Outlook (email)
o Word
o Excel
o PDF programs (Adobe)
· Ability to learn how to use mapping programs (such as GIS) to identify Presidio utility assets
· Interpret and understand construction drawings and blueprints
Desired Qualifications
· Passion for parks; strong desire to work for the Presidio.
· Outgoing, positive, friendly attitude. Often, this person is approached by Park Visitors inquiring about the Park or specific locations, attractions, information, etc.
· Train and apply for a Class B driver’s license to operate large utility equipment such as Vactor Truck, Dump truck, Crane Truck, Bucket Truck.
· Basic understanding of utility systems and how they operate including:
o Sanitary systems
o Stormwater systems
o Electrical Distribution systems
o Water Distribution systems
o Communication systems
o Natural gas systems
· Willingness to attend training classes to further work experience, skills, and education.
· Team member – gets along well with others working in a team environment, regardless of rank, status, role, etc.
· Requested to get Hepatitis A & B vaccination for working around wastewater. Trust to provide.

Driver’s License Investigation & Review
This position requires a current, valid Driver’s License prior to starting work, and maintenance of a driver’s license throughout occupancy of the position. You will be subject to a driver’s license investigation as a New Entrant, and annual driver’s license reviews thereafter. An individual’s granting of an investigation and resulting reports thereafter is voluntary, however, employment is contingent upon the successful completion of a driver’s license investigation. The Trust may refuse to hire an individual, rescind an offer of employment, or review and terminate the employment of a current employee who does not successfully complete the driver’s license investigation.
COVID-19 Vaccination Requirement
