Job title: Facilities Manager

Department: Operations Department

Based at: Ewood Park Stadium, Blackburn, BB2 4JF.

Flexibility regarding location is required.

Reports to: Head of Operations

Responsible for: N/A

Hours of work: 40 hours per week plus home match days and any additional hours necessary for the performance of duties. This will include evening and weekend work.

Contractual Status: Permanent

Job purpose:

To effectively manage the delivery of stadium maintenance to improve all company sites and any other properties/sites identified from time to time.

Duties and responsibilities:

To be committed to ensuring the safeguarding and welfare of all stakeholders across the Club;

To work alongside all departments, managers, staff, contractors, outside agencies and stakeholders to facilitate and ensure the smooth running of all business agendas, maintenance projects and match day programmes;

To support the Head of Operations and Maintenance Manager in the delivery of a professional, effective and efficient stadium maintenance operation across all Blackburn Rovers sites, and any other properties/sites identified by the Board from time to time;

To assist and support the Maintenance Manager and Stadium Control Administrator in all aspects of maintenance, repairs, refurbishments and management of staff to ensure adherence to quality standards and Health and Safety Regulations, and any other relevant regulatory and industry compliance;

To oversee building projects renovations or refurbishments;

To inspect sites regularly to identify any issues and/or necessary maintenance providing reports to the Head of Operations;

Prepare and submit licenses, planning, building applications and assist in facilitating Council and Local Authority requests;

Develop a life cycle register to document when repairs/renewals will be required;

To assist in the procurement, conservation and monitoring of utilities;

Work alongside the Health and Safety Manager to manage the operational aspects of sustainability for all legal and regulatory audits on behalf of government and football authorities;

To assist in the sourcing and selection of outside agencies and specialist contractors (in conjunction with the Procurement Manager, Maintenance Manager and Stadium Control Administrator as appropriate) and liaising as and when required;

To assist with budgeting matters;

To identify and recommend efficiency and sustainability improvements;

To assist and support, where appropriate, post, pre and match day operations;

To be an emergency contact and key holder for Security, Emergency Services and all utilities;

To work with the Stadium Control Administrator to maintain a maintenance contract register;

To assist in the development and maintenance of risk management, business continuity planning and insurance matters; and

Any other duties as reasonably assigned by the Head of Operations from time to time

Skills required:

Knowledge / Experience required:

Knowledge and understanding of safeguarding procedures and protocols;

Previous experience of supervising a team;

A sound knowledge of the building and construction industry with particular experience of building regulations;

Experience of using a variety of Building Management Systems (BMS);

Working knowledge of energy conservation and sustainability matters;

Previous experience of access audit requirements;

Experience of managing and delivering budgets;

A broad knowledge of current legislation relating to waste management, health and safety and utility conservation;

Experience and understanding of building and construction trades, maintenance processes and equipment; and

Experience of football stadia maintenance programmes.

Qualifications required:

5 GCSE’s grade A*- C (or equivalent); and Level 5 or above (or equivalent) in building, construction, maintenance or any other appropriate field.

DBS check required: Yes (basic)
