Job summary
We have a number of exciting opportunities within our Executive Casework teams. As an Executive Registration Officer in our Operations Directorate, you will undertake a range of administrative and casework processing activities that keep HM Land Registry running effectively. Working as part of a close-knit team, in this vital role you will process casework and make sound judgements to maintain and update the Land Register for England and Wales.
Job description
Executive Registration Officer (ERO) is a key role within our casework teams. You will process, settle and take casework referrals up to a specific technical level, ensuring that you contribute to team performance and act on your own development needs. You will undertake mentoring and coaching activities with other caseworkers to support their development. If you are asked to take on a line manager role then you will undertake the full range of line management duties for a team of Registration Officers (RO).
You will balance the requirements of the management and casework role through active prioritisation and time management. Not all roles will include Line Management duties but there are plenty of development opportunities. All applicants should ensure that they are able and willing to meet the full requirements of the ERO role before applying.
For current civil servants where a level transfer occurs, existing salary will be honoured. If HM Land Registry EO salary is higher, then you will move to the HM Land Registry salary. When HM Land Registry EO salary is exceeded, your existing salary will be retained on a mark-time basis. An individual joining HM Land Registry on promotion from another government department / agency will be placed on the EO salary.
This role is an office-based role, and all initial training will be undertaken on-site in one of our HM Land Registry offices (approx. 16 weeks). Following training you will be able to undertake hybrid working as agreed with your line manager and team.

Selection process details
It is very important that you read the attached Candidate Pack, as this contains a detailed explanation of the whole recruitment process.
Before applying, please note that this vacancy is part of a national recruitment campaign across several HM Land Registry offices. If you are interested in applying for this role, you can only apply at one office location, therefore please ensure that you only apply for the advertised vacancy at your preferred location. The vacancy is available at the following locations: Birkenhead, Croydon, Durham, Fylde, Gloucester, Peterborough, Plymouth, Swansea and Weymouth and their respective advertised vacancies can be found on Civil Service Jobs.
Stage 1 – Application
To apply you will need to complete the short application form and take the online Civil Service Verbal Test and the Civil Service Casework Skills Test.
If you pass both of the online tests, you will then move onto the next stage of the application process, where you will be invited to submit your full application form, which includes your CV and Personal Statement.
You will be required to complete the tests and full application form by 11:55pm on Monday 22 May 2023. You MUST build in time to complete the full application process if you pass the online tests, so we recommend completing as soon as possible and no later than midday Monday 22 May 2023.
If you fail to complete the online tests before the deadline your application will be withdrawn. Guidance for the tests will be available when you are invited to take the test. The tests are administered online and accessed via the CS Jobs website.
Please copy and paste your CV (ensuring you remove any personal details) onto the online application form detailing your qualifications and work history.
You will then need to complete the Personal Statement section to cover the two scenarios below. Please describe each scenario in turn and separately using no more than 500 words for each:
Scenario 1. The candidate should demonstrate their experience of using data or information to solve a problem. They should demonstrate how they have used this information to make a sound judgement or decision, how they organised their work and how they communicated their decision to others.
- Experience of problem solving using available data or information
- Excellent attention to detail and ability to make sound judgements and decisions based on the available evidence.
- Effective communication skills, taking account of appropriate styles and methods.
Scenario 2. The candidate should demonstrate experience of working with others towards a common goal. They should demonstrate how they supported and motivated their colleagues to deliver to meet the required timescale / standard / agreed outcome.
- Experience of working as part of a team to deliver common goals
- Experience of motivating individuals to achieve a common goal.
- Experience of working to a required service level agreement or agreed standards and timescale.
Due to the anticipated high volume of applications, it is possible that you may pass the test minimum score, but we might have to raise the pass mark and as a result, you may not progress to the next stage.
Should a large number of applications be received, an initial sift may be conducted using the lead criteria* (scenario number 1). Candidates who pass the initial sift may be progressed to a full sift, or progressed straight to assessment/interview.
Both your test scores and your Personal Statement scores will be used to determine who moves to interview stage.
Stage 2- Interviews
The interviews will consist of a blended interview which will be conducted remotely using MS Teams.
The blended interview will test the experience and behaviours detailed in the attached Candidate Pack, as well as the strengths associated with the role. We want to hear your first, unrehearsed, natural response to strength questions, and so we don’t advertise which strengths are being tested.
Candidates may refer to notes within their video interview but they should be used as a prompt only.
Please review your application form before clicking ‘submit’ – once you have submitted, you will not be able to amend your application.
Ensure your application form is received by the closing date for receipt of applications – this is 11:55pm on the advertised date.
The sift will be completed shortly after the closing date, however due to the size of the campaign it may take a few weeks to complete the sift.
Interviews will take place from 19 June 2023 to 30 June 2023. The expected start date is September 2023.
If you are successful in securing a position, there will be a significant amount of training required (approx. 16 weeks) and we would require you to be in full attendance during this time.
HMLR is accredited to the Disability Confident Scheme, which denotes organisations which have a positive attitude towards disabled people. Disabled applicants who meet the minimum essential criteria at the shortlisting stage are guaranteed an invitation to interview.
If you require the panel to consider a reasonable adjustment or there is anything else you would like the panel to take into consideration you are asked to notify us of this at application stage where possible or during the process as soon as it becomes a requirement.
