We are looking for an experienced Project Manager to join the NRS Estates team.

National Records of Scotland (NRS) is the Scottish nation's record keeper and official source of demographic statistics – information about population, households, migration, vital events, life expectancy and electoral statistics and maintains the nation’s records archive as one of Scotland’s five National Collections.

The team manages 5 buildings in Edinburgh, including three iconic A listed buildings in the heart of Edinburgh’s World Heritage site. A significant part of the estate provides archive storage facilities and we provide staff and customer facilities.

As our Estates Project Manager, you will work closely with key leads within the Estates team as well as stakeholders, playing a key role in planning and delivering ambitious asset and infrastructure improvements across the Estate.
Responsibilities:
  • Work closely with key stakeholders to define, plan and agree Estates projects. Lead on the planning and delivery of each project and their outputs within agreed cost, timescales and budgets.
  • Work with project teams to identify and agree project requirements, and robust delivery plans. You will lead project delivery teams, ensuring high levels of team engagement.
  • Ensure all project documentation is in place and actively managed in line with governance arrangements. Undertake reviews of proposals to ensure they will meet business requirements, including delivery within live building environments.
  • Monitor and control resources, critical milestones, timescales and costs.
  • Ensure significant projects satisfy quality assurance controls and gateways. Prepare documentation including business cases and regular project progress reports working collaboratively with the Head of Estates Portfolio.
  • Identify, assess and manage risks, issues and opportunities to maximise the success of projects.
  • Ensure project compliance with current health and safety regulations including Construction (Design and Management) Regulations 2015 (CDM 2015).

No specific qualifications required for this post.

Essential Criteria
1. Substantial, proven project management experience ideally working on a broad range of technical (mechanical and electrical) property related projects.
2. Experience of complex problem solving, identifying and managing cross project interdependencies, establishing robust project planning including financial, risk and issue management and assurance, aligned with stakeholder management.
3. An ability to lead and manage key stakeholders towards the delivery of an agreed scope balancing commercial performance and business strategy whilst ensuring health and safety and Construction (Design and Management) Regulations 2015 (CDM 2015) compliance.
4. Excellent communication skills; with ability to lead engagement with a wide range of stakeholders and produce clear, well-structured reports and project documentation.

Location
The business area is relocating in May and is likely to be based in central Edinburgh.
