The responsibilities for the Department for Energy Security & Net Zero for 2023 are as follows:
- Delivering security of energy supply
- Ensuring properly functioning energy markets
- Encouraging greater energy efficiency
- Seizing the opportunities of net zero to lead the world in new green industries
For 2023, our priorities are:
- Ensure security of energy supply this winter, next winter and in the longer-term – bringing down energy bills and reducing inflation.
- Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production.
- Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition.
- Deliver current schemes to support energy consumers with their bills and develop options for long-term reform to improve how the electricity market works for families and businesses.

Job description
The role and our team
- Developing, administering and enforcing the environmental and decommissioning regulatory regime covering offshore oil and gas, offshore gas unloading and storage and offshore carbon dioxide storage (collectively referred to as offshore energy projects).
- Handling domestic and international policy relating to developing the environmental regulatory framework for offshore energy projects.
- The Department’s Strategic Environmental Assessment for offshore energy projects, which allows the North Sea Transition Authority (NSTA) to licence offshore areas for oil and gas, gas storage and carbon dioxide storage and the Crown Estate to lease offshore areas for offshore renewable energy developments.
Within OPRED, the Regional Delivery Programmes are responsible for developing, administering and ensuring compliance with the environmental and decommissioning regulatory regime in relation to offshore oil and gas.
Within the Regional Delivery Programmes, the Environmental Management Team (EMT) is responsible for the environmental assessment and approval of offshore energy projects, across three regional areas within the UK continental shelf, covering the entire life-cycle of the offshore operations.

Key responsibilities
To ensure consistency on technical matters across the Regional Delivery Programme within OPRED, the Environmental Management Technical Lead will also closely liaise with the Offshore Inspectorate Technical Lead and colleagues within OPRED's decommissioning team.
Working closely with other Regional Delivery and policy colleagues, as well as senior management within the OPRED, the Environmental Management Technical Lead also provides support in relation to a number of domestic and international initiatives on environmental matters relating to offshore energy industries, including developing and amending environmental policy, particularly in relation to OPRED's regulations, guidance or procedures.
The post holder will be responsible for:
- Providing expert advice and briefing on environmental matters relating to offshore energy industries to OPRED Senior Leadership, senior DESNZ officials (including liaison with Special Advisers and Press Office) and Ministers;
- Providing technical leadership to the Atmospheric function, and advice and support to the wider Environmental Management Team on relevant environmental legislation and regulatory functions;
Representing and influencing OPRED’s views in various domestic and international environmental fora;
Working closely with the OPRED Policy Hub to provide technical support in relation to policy development and strategic direction on technical policy, regulation and operational matters;
- Managing stakeholder engagement on technical matters, including liaison with other Government Departments, Public Bodies; Devolved Administrations; industry representative bodies and non-governmental organisations;
Providing technical input in relation to the performance management process for Environmental Management Team technical staff;
Contributing to producing and updating the annual Unit and Team business plans;
Undertaking or supporting technical and administrative recruitment exercises; and
Providing input to the development and implementation of fee charging schemes.
Skills and experience
- Climate and Atmospheric Science, Environmental Science, Environmental Management, Environmental Pollution, Marine Resource Development and Protection.
- Biology, Bioscience, Marine Biology, Microbiology or Zoology.
It is essential that candidates have significant knowledge and experience in relation to environmental protection, operational delivery and legislation relevant to the offshore energy sector. Oil and gas industry experience would be beneficial.
Technical skills
To be assessed:
Specialist / Technical Knowledge - Demonstrate technical knowledge of relevant offshore energy projects. Show that you have extensive knowledge and / or experience on legislative matters (relating to climate change issues, atmospheric emissions and the marine environment), and be able to lead and provide advice on undertaking a comprehensive assessment of the potential environmental impact of proposed offshore energy projects.
