Job Duties
Virginia Department of Transportation (VDOT) Civil Rights Division is seeking to fill a Civil Rights Specialist in the Northern Virginia (NOVA) District located in Fairfax County, VA to assist in development and implementation of all Equal Opportunity/Civil Rights Programs pertaining to Equal Employment/Equal Access, Disadvantaged Business Enterprise, Title VI and Title VII of the Civil Rights Act of 1964, American with Disabilities Act, Age Discrimination in Employment Act of 1991, Environmental Justice, Limited English Proficiency, On the Job Training and Labor Compliance. Review, process and analyze documentation submitted by contractors; conducting on-site audits and interviews with contractor management and staff; determining compliance with program requirements under state and federal laws and regulations; developing written reports and corrective action plans to support review findings. Provide technical guidance to agency and contractor personnel on Construction EEO/DBE programs, policies and procedures. Complies, monitors and analyze Affirmative Action data and Title VI. Administers the contractor On-The-Job Training program. Develops and conducts training on Construction EEO program. Answers internal EEO procedural inquiries.
Minimum Qualifications
- Working knowledge of federal and state EEO and labor laws, rules, regulations, policies and procedures. Experience with performing Affirmative Action Program analyses.
- Knowledge of and skill in auditing payrolls for compliance under the Davis Bacon and Related Acts, the Copeland Act, the Contract Work Hours and Safety Standards Act, and the Fair Labor Standards Act.
- Knowledge of principles and practices of personnel management and related laws, rules and regulations.
- Ability to facilitate the resolution of internal human relations issues relative to EO causes.
- Ability to provide policy guidance and information to management and employees.
- Experience in contract interpretation and working knowledge of highway construction related activities and industry practices.
- Ability to independently plan, direct, implement and monitor program areas.
- Ability to conduct detailed inspections for compliance and prepare specialized reports for distribution to FHWA for approval.
- Ability to analyze program data, reach logical conclusions and make recommendations, and work effectively with diverse groups.
- Ability to communicate effectively verbally and in writing with internal and external stakeholders.
Preferred Qualifications:
- College/University graduate preferred with concentration in business, human resources, public policy or a combination of education, training and experience which demonstrates the ability to perform the work.
- Experience implementing an Affirmative Action Program in support of an AA Plan.
- Experience with creating and leading a Diversity program. Strong experience with conducting compliance assessments under Title VI, Environmental Justice, and Limited English Proficiency.
- Experience working for a transportation entity strongly preferred.
