Job Duties:
Flexible and Remote schedule available after completing initial training.
Job Responsibilities/Duties
- Serve as departmental liaison between Engineering Project Managers and the Department of Public Works Contract Division by reviewing Construction ITB documentation for completeness before submission.
- Prepare reports as required – EX. Maintain the 60-Day Procurement Plan spreadsheet between PW Contracts and Purchasing.
- Assist with RFP/RFQual documentation review and process for Public Works.
- As required, provide document control for Public Works’ contract documents, including federal and VDOT supplements.
- Perform rate reviews for new contracts, renewals, and formal notifications.
- Prepare and perform Federal FAR / VDOT audit process for federally funded projects for design.
- Work with various departments within the City, including Purchasing and Legal, for document revisions and improving processes
- Handle inquiries from Engineering Project Managers and other City departments providing information related to projects and related processes.
- Provide training to Engineering Project Managers related to the Construction ITB process and RFP/RFQual for A&E Services.
- Perform other job duties requiring skills, knowledge, and physical requirements as demanded by those duties described or less. The supervisor will determine Individual assignments based on the current workloads and department needs.

Minimum Requirements:
MINIMUMS: High school or GED plus two (2) years experience in a related field such as civil engineering, drafting, surveying, or planning; demonstrated CADD/GIS/computer experience, or any equivalent combination of experience and formal training that provide the required knowledge, skills, and abilities. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:
- Experience working with FAR and/or VDOT requirements
- Auditing Experience
- Accounting Experience
- Experience working with FAR requirements
- Knowledge of architectural engineering and construction contract terminology.
- Knowledge of proper contract formats and requirements for architects, engineers, construction, testing, and special services contracts.
- Knowledge of bookkeeping and/or accounting principles related to design and construction contracts, change orders, work orders,

- Knowledge in reading interpreting contract documents, and the ability to use that interpretation to evaluate complex invoices (such as
work orders, formal notifications and other related contract documents, insurance certification, etc.
- Knowledge in preparing and maintaining accurate project expenditures for each contract including phased construction projects.
- Knowledge in preparing project expenditure records.
- Experience using VA Public Procurement Act (VPPA) in municipal government
- Experience working in a municipal/state/federal agency for the processing or managing of Engineering
