Job Responsibilities
The position is accountable for coordinating and preparing contract plans for various programs within the Bureau of Operations, including the Contract Maintenance Program, State Day Labor Program, Capital Development Board (CDB) projects, assisting in traffic and landscape plans or other plans as assigned. The position is also responsible for the Team Section maps, Municipal Maintenance Agreements, and the road inventory.
Number of Plans Prepared: 10-25 annually
Contract Maintenance Program: $5.5 – 7 million annually
State Day Labor Program: $500,000 - $1,000,000 annually
Capital Development Projects: $400,000 - $800,000 annually
Municipal Maintenance Agreements: $1,000,000 annually
Roadway Inventory: 10 Counties; 4,064 Lane Miles
Subordinate Personnel: Up to 2 temporary
This position reports to the Design and Planning Engineer. Reporting to this position are up to two seasonal employees.
The incumbent develops plans and contracts, coordinates Municipal Maintenance Agreements, and maintains technical data which are essential to Bureau operations. The environment in which this work is performed is characterized by completion deadlines and the immediate resolving of problems caused by emergencies, such as drainage problems, floods, and pavement blow-ups. Plans must be completed neatly, legibly, accurately, and in a timely manner to ensure meeting assigned letting dates. The incumbent has the responsibility of dealing with city officials regarding maintenance problems and resolving these problems in an efficient, courteous and equitable manner.
This position is charged with keeping maintenance maps up to date – either paper or working with Geographic Information Systems (GIS). Typical problems include coordinating accurate and timely preparation of plans, securing and monitoring of municipal Maintenance agreements, and ensuring accuracy of reference data. The greatest challenge to this position is to maintain accurate reference data to identify program needs and to coordinate the necessary plan specifications and contracts to address identified needs.

This position is personally responsible for establishing the annual programs for the Contract Maintenance Program and State Day Labor Program by coordinating with the Bridge Section, Field Engineers and Programming, as well as directing the preparation of plans. Responsibility for recommending awards of contract maintenance projects and adjusting the annual Contract Maintenance Program based upon changing priorities are important aspects of this position. He/she prepares plans for CDB site improvements as required and assists in the preparation of other Operations plan sets as needed. The incumbent develops the District Municipal Maintenance Agreements using construction agreements and traffic volume counts. She/He directs physical inspections of the roadways under agreement on a quarterly basis, meets with local municipalities when needed and approves payment to the city when the work has been satisfactorily completed. Assistance is routinely offered to finalize Operations design contracts and submit them to the central Illinois Department of Transportation (IDOT) office for lettings.
The incumbent accomplishes his/her accountabilities through the following staff:
Seasonal Staff: who, while on summer or winter assignment, assist the Roadway Plans & Contracts Technician with special projects or daily responsibilities.
The incumbent has latitude in directing the Operations Plans and Contracts Section’s activities within the guidelines of the Standard Specification for Road and Bridge Construction book, Design memorandums for Construction, and the Bureau of Design and Environment (BDE) Manual. This position operates independently in accountability areas and decisions outside these guidelines for plans and contract development are recommended to his/her supervisor for approval.
Internal contacts are with the central Bureau of Operations and all district bureaus to ensure program compatibility and assure the plans are in accordance with policy. Extensive coordination is required with the district Programming Section to establish annual Contract Maintenance and Day Labor Programs which will not conflict with the district program. Also, this position represents the Bureau of Operations on the routine pavement condition rating team (CRS). Contacts within Operations are frequently needed with the Bridge Section and Operations Field Engineers to keep the Contract Maintenance and Day Labor Programs equitably balanced to address current maintenance needs within the district. Most frequently, this contact is with the district Bureau of Program Development. External contacts are with Municipal officials and contractors to ensure proper maintenance of roadways and resolve contractors’ concerns.
The effectiveness of this position can be measured by the incumbent’s ability to maintain accurate reference data to identify program needs and to coordinate the necessary plan specifications and contracts to address these needs in a timely manner.
Principal Accountabilities
- Coordinates and develops all contract plans for the Contract Maintenance Program and the State Day Labor Program to ensure accomplishment of the department’s annual program. Assembles plans for district CDB site projects and assists in plan preparation for other Bureau sections, such as Traffic, Bridge or Landscape, as required.
- Develops and monitors the district’s Municipal Maintenance agreements to ensure state roadway maintenance within communities.
- Represents the Bureau of Operations on district CRS team.
- Reviews and comments on draft construction agreements and disperse copy of executed agreements to Operations Field Engineers.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as required or assigned which are reasonably within the scope of those enumerated above.
Qualifications

- Education/Experience
- Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS five years of engineering/landscape architect experience; OR
- Seven years of engineering /landscape architect experience
- Valid Driver’s License
- Statewide travel with occasional overnight stays and overtime
Position Desirables
- Knowledge of the principles and practices of civil engineering and the application of engineering techniques to design, construction, and maintenance of public works
- Knowledge of mathematics and its application to project design, field surveying and engineering computational activities.
- Ability to perform job duties independently, with minimal guidance or supervision
